WHAT IS PEOPLES' GLOBAL ACTION?
From the 23rd to the 26th of February of 1998, grassroots movements of all continents met in Geneva to launch a worldwide coordination network of resistance to the global market, a new alliance of struggle and solidarity called Peoples' Global Action against 'free' trade and the WTO (PGA). That was the birth of this global tool for communication and coordination for all those who fight the destruction of humanity and the planet by capitalism and build local alternatives to globalisation.
The hallmarks of this network are:

- A very clear rejection of capitalism, imperialism and feudalism; all trade agreements, institutions and governments that promote destructive globalisation.
- We reject all forms and systems of domination and discrimination including, but not limited to, patriarchy, racism and religious fundamentalism of all creeds. We embrace the full dignity of all human beings.
- A confrontational attitude, since we do not think that lobbying can have a major impact in such biased and undemocratic organisations, in which transnational capital is the only real policy-maker;
- A call to direct action and civil disobedience, support for social movements' struggles, advocating forms of resistance which maximize respect for life and oppressed peoples' rights, as well as the construction of local alternatives to global capitalism.
- An organisational philosophy based on decentralisation and autonomy.
PGA is an evolving coordination, and as such it changes with time. For instance, the second hallmark was incorporated at the 2nd PGA conference in Bangalore (India) in order to distance clearly PGA from organisations of the extreme right looking for a political space to spread their xenophobic rejection of globalisation. At the same conference, the character of the network was redefined: its previous focus on 'free' trade agreements (and on the WTO in particular) was broadened, since we reached the consensus that PGA should be a space to communicate and coordinate globally not just against treaties and institutions, but also around the social and environmental issues related to them. An opposition to the capitalist development paradigm in general was made explicit.

The PGA is an instrument for co-ordination, not an organisation. Its main objectives are:
- Inspiring the greatest possible number of persons and organisations to act against corporate domination through civil disobedience (non-violent to be taken out) and people-oriented constructive actions.
- Offering an instrument for co-ordination and mutual support at global level for those resisting corporate rule and the capitalist development paradigm.
- Giving more international projection to the struggles against economic liberalisation and global capitalism, as well as to the struggles of indigenous people and original cultures.
PGA is a tool for coordination not an organisation. The political analysis and call to action of PGA are reflected in its manifesto, a dynamic, evolving document that will be revised at each PGA conference. PGA has no members and does not have and will not have a juridical personality. No organisation or person represents the PGA, nor does the PGA represent any organisation or person. PGA will limit itself to facilitating co-ordination and exchange of information between grassroots movements through conferences and means of communication.
The PGA conferences are called by a committee of convenors, formed by organisations and movements from all continents and representing different social sectors (as well as the local organisers of the conference). This committee determines the agenda of the conference, takes decisions regarding participation at the conference and the use of economic resources, decides whether publications may be printed in the name of the PGA, and checks the contents of the PGA's information tools. The committee cannot speak in the name of PGA. Each PGA conference elects the convenors of the next conference.
The roles of the PGA conferences are, at least, to update the manifesto (if necessary), advance the process of global coordination of resistance against capitalism, coordinate worldwide decentralised Global Days of Action and electing a new convenors' committee.
PGA has no economic resources. The funds needed for the conferences and the information media must be raised in a decentralised manner. All funds that are collected for the conference are administered by the convenors' committee. Publications must be self-financing.

¿QUE ES LA ACCION GLOBAL DE LOS PUEBLOS?
Del 23 al 26 de Febrero de 1998, movimientos de base de todos los continentes se reunieron en Ginebra para crear una red de coordinación mundial de resistencia contra el mercado global, una nueva alianza de lucha y solidaridad llamada la Acción Global de los Pueblos contra el 'Libre' Comercio y la Organización Mundial de Comercio (AGP). Así nació este instrumento global de comunicación y coordinación para quienes luchan contra la destrucción de la humanidad y el planeta por el capitalismo, y construyen alternativas locales a la globalización.
Los puntos de partida de esta red son:
- Un rechazo muy claro del feudalismo, del capitalismo y del imperialismo; todos acuerdos comerciales, instituciones y gobiernos que promueven una globalizacion destructiva.
- Rechazamos todas las formas y sistemas de dominación y de discriminación incluyendo - y no limitandose a : el patriarcado, el racismo y el fundamentalismo religioso de qualquier creencia. Abrazamos y defendemos la plena dignidad de todos los seres humanos.
- Una actitud confrontativa, pues no pensamos que el dialogo pueda tener ningún impacto en organizaciones tan profundamente antidemocráticas y tan perfiladas ideológicamente como estas, en las que el capital transnacional es el único actor político real.
- Un llamado a la accion directa y a la desobediencia civil, al apoyo a las luchas de los movimientos sociales, proponiendo formas de resistencia que maximizen el respeto a la vida y a los derechos de los pueblos oprimidos, asi como a la construccion de alternativas locales al capitalismo global.
- Una filosofía organizativa basada en la descentralización y la autonomía.
La AGP es una coordinación en evolución permanente, y por tanto cambia con el paso del tiempo. Por ejemplo, el segundo punto de partida fue incorporado en la segunda conferencia de la AGP en Bangalore (India) para distanciar claramente a la AGP de la extrema derecha, que siempre está a la búsqueda de espacio político para difundir su rechazo xenófobo de la globalización. En la misma conferencia, el carácter de la red fue redefinido: su anterior enfoque en acuerdos de 'libre' comercio (y en la OMC en particular) fue ampliado, pues se llegó al consenso de que la AGP debería de ser un espacio para comunicarse y coordinarse globalmente no solamente contra tratados e instituciones, sino también en torno a las cuestiones sociales y ambientales relacionadas con ellos. Se hizo explícita una oposición al paradigma de desarrollo capitalista en general.
La AGP es un instrumento de coordinación, no una organización. El análisis político y el llamamiento a la acción de la AGP están reflejados en su manifiesto, un documento vivo que será revisado en cada conferencia de la AGP (ver anexo 3). La AGP no tiene membresía y no tiene ni tendrá personalidad jurídica. Ninguna organización o persona representa a la AGP, ni la AGP representa a ninguna organización o persona. La AGP se limitará a facilitar la coordinación y el intercambio de información entre movimientos populares con la ayuda de conferencias y medios de comunicación.
Las conferencias de la AGP son convocadas por un Comité de Convocantes formado por organizaciones y movimientos de todos los continentes y representativos de diferentes sectores sociales (más l@s organizador@s locales de la conferencia). Este comité determina el programa de la conferencia, toma decisiones respecto a la participación en la conferencia y al uso de los recursos económicos, decide qué publicaciones pueden imprimirse bajo el nombre de la AGP, y controla el contenido de los medios de información de la AGP. El comité no podrá hablar en nombre de la AGP. Cada conferencia de la AGP elige al Comité de Convocantes de la siguiente conferencia.
Las funciones de las conferencias de la AGP son, al menos, revisar el manifiesto (si es necesario), avanzar en el proceso de coordinación global de la resistencia contra el capitalismo, coordinar acciones globales descentralizadas y elegir al nuevo comité de convocantes.
La AGP no tiene recursos económicos. Los fondos necesarios para las conferencias y los medios de información tienen que ser conseguidos de modo descentralizado. Todos los fondos que se consiguen para las conferencias son administrados por el Comité de Convocantes. Las publicaciones deben autofinanciarse.
