Additionally, President Bush's Executive Order 13-303 was passed to protect corporations profiting from Iraqi oil. According to Fox News senior judicial analyst Judge Andrew Napolitano, the Executive Order is designed "to make oil companies that receive oil from Iraq immune from any liability for any cause of action, meaning no one can sue them. If they spill oil in the water or on the earth and spoil the environment, they can't be sued."
