URGENT CALL FOR ACTION TO PROTECT UNION AND SOCIAL LEADERS IN MANIZALES

Ref: Call for Preventative Action and for application of a Security
Scheme for Trade Union leaders: 

As you know, the situation of trade union and Social leaders in the
Municipality of Manizales, in the Department of Caldas has worsened
greatly since the arrival and permanent presence of the sef named United
Self Defence Force of Colombia, the AUC. 


The Events:

1. On the 12th of April at 8.00pm HERNAN DE JESÚS ORTIZ PARRA, vice
president of the Caldas United Educators Union EDUCAL, a member of the
national Human Rights team of the CUT and responsible for the Permanent
Human Rights Committee of Caldas CPDH and JOSE ROBEIRO PINEDA, ex-
director of the Electricity Workers union SINTRAELECOL were
assassinated. The trade union leaders were dining in a restaurant when
several heavily armed men, who arrived in a truck, entered the
restaurant and killed them. 

2. Several threatening phone calls were received during the wake of the
murdered leaders HERNAN ORTIZ and ROBEIRO PINEDA. One call came on 13th
of April at 2.00 am, to the porter at the union's headquarters. The
caller stated "Don't show yourselves [mourning] these deaths any more,
we will bury you quick and give you a present", in another call to the
house of the Secretary of the Union the caller stated "Very tired? You
are going to get more tired - the party is just beginning" and "See you
in the hospital." 

3. HERNAN ORTIZ along with JHON GERMAN LOPEZ, (Secretary General of
EDUCAL, and member of the Tertulia Simón Rodríguez y professor at the
University of Caldas in the area of Humanities for the last 8 years and
a teacher of Statistics and Probability in the National University), had
denounced, since the 18th of October 2001, to the Prosecutors Office
(Fiscalia), the appearance of a list with the names of 12 trade union
leaders in Manizales, including themselves. Three days prior to the
assassination of HERNAN ORTIZ, the Fiscalia announced that the case had
been closed.

4. In the denouncement made by HERNAN ORTIZ and JHON GERMAN LOPEZ,
registered with the No 2331, they included the list which was sent to
FEDECALDAS, on the 28th of September, 2001in which it stated: 

"Opening File 7345 verifying. For information, verify these telephone
numbers which are now submitted to Observation and Control Organizations
...(the next part is illegible)

5. It is worth noting that all the people on the lists are well known
trade union, social and popular leaders that have lead strong processes
in the defence of education, such as the marches against Law 012, the
closure of hospitals and the privatization of public services. 

6. The most worrying thing is that these paramilitaries move easily
through the city, filling the walls with their AUC slogans, an example
of which is " Good boys go to bed at 10 o'clock, and those that don't,
we put them to bed". The AUC have also leafleted the university
threatening students and generating terror across the city, leaving the
population in constant fear. 

Because of the above we call for the Ministry of Interior Protection
Scheme for Trade Unionists to:

1. Provide all the necessary guarantees immediately to protect the
physical integrity of all those leaders and organizations that have been
threatened. 

2. Provide "Hard Security Schemes" to Henry Ocampo leader of
Fedecaldas, Sergio Díaz Forero leader of Sitelecom, Mercedes Vargas
Pizarro, member of Tertulia "Simón Rodríguez", Jhon German López Ríos
leader of EDUCAL and member of Tertulia Simón Rodríguez, Oscar Arturo
Orozco leader of Sintraelecol, Hernando Hernández indigenous leader,
Nelson Betancourt leader of the Human Rights Committee of Caldas,
Miguel Ángel Gallego lawyer for Political Prisoners, Julio Restrepo
Morales leader of Uneb Caldas, Luis Carlos defender of Political
Prisoners, Carlos Arturo Correa Vallejo defender of Political Prisoners.
All with the aim of preventing any attempt against their lives, taking
into account that all of them are on the list in which Hernan Ortiz was
on, and who was assassinated on the 12th of April, 2002. 

3. Demand that the Organisms of control the Fiscalía and the National
Prosecutor General carry out a rapid and impartial investigation into
the material and intellectual authors of the crime against HERNAN ORTIZ
PARRA and ROBEIRO PINEDA.

LLAMADA URGENTE PARA ESQUEMAS DE SEGURIDAD PARA DIRIGENTES EN MANIZALES

Reciban un cordial y atento saludo,

Como es su conocimiento, la situación de los dirigentes sindicales y
lideres sociales del Municipio de Manizales, Departamento de Caldas se
ha agravado profundamente por la presencia permanente de las
autodenominadas, Autodefensas Unidas de Colombia, AUC.

LOS HECHOS:

1. El 12 de abril de 2002 a las 8:00 p.m., fueron asesinados en la
Ciudad de Aranzazú (Caldas) el dirigente sindical HERNAN DE JESÚS ORTIZ
PARRA, vicepresidente de la organización Sindical Educadores Unidos de
Caldas EDUCAL, miembro del Equipo Nacional de Derechos Humanos de la CUT
y responsable del Comité Permanente de Derechos Humanos de Caldas CPDH y
JOSE ROBEIRO PINEDA, exdirectivo del sindicato de Industria de
trabajadores de la Electricidad de Colombia SINTRAELECOL. Los lideres
sindicales se encontraban cenando en un restaurante, cuando varios
individuos fuertemente armados, que se trasportaban en una camioneta
les cegaron la vida.

2. Durante el velorio de los dirigentes HERNAN ORTIZ y ROBEIRO PINEDA,
fueron efectuadas varias llamadas telefónicas amenazantes, entre ellas
una recibida el 13 de abril a las 2:00 de la mañana, por el portero de
la organización sindical, donde le expresaban: " No se voleteen más con
ese muerto, entiérrenlo rápido y les damos un regalito" otra efectuada
a la casa de la Secretaria del Sindicato donde manifestaron "Muy
cansados? ... y lo que se van a cansar por que la fiesta apenas esta
comenzando" ... "Nos vemos en el hospital"... etc.


3. HERNAN ORTIZ en compañía de JHON GERMAN LOPEZ, (Secretario General de
EDUCAL, Miembro de la Tertulia Simón Rodríguez y profesor de la
Universidad de Caldas en el área de humanidades, desde hace 8 años y de
Estadística y Probabilidades de la Universidad Nacional) habían
denunciado desde el 18 de octubre de 2001, ante la Fiscalía de
Manizales "Sala de Atención al Usuario", la aparición de una lista
amenazante que incluía los nombres de 12 dirigentes sindicales de la
ciudad de Manizales, entre los que se encontraban los de ellos dos. Tres
días antes del asesinato de HERNAN ORTIZ, , la fiscalía los había
requerido para notificarles la preclusión de la investigación. 

4. En la denuncia interpuesta por HERNAN ORTIZ y JHON GERMAN LOPEZ,
registrada con el No 2331, se incluía el listado enviado a la sede de
FEDECALDAS, el 28 de septiembre de 2001, en el cual se manifiesta:
"Bandeja de entrada 7 3 4 5 verifique. Para información y fines
pertinentes verifique estos teléfonos deben ser sometidos a vigilancia y
control organizaciones ... (continua texto no legible) Ortiz Parra
Hernán de Educal, Ocampo Henry residencia y oficina Fedecaldas, Díaz
Forero Sergio Sitelecom, Vargas Pizarro Mercedes Tertulia Simón
Rodríguez, Germen Jhon Educal Tertulia Simón Rodríguez, Orozco Arturo
Oscar Sintraelecol, Hernández Hernando indígena, Betancourt Nelson
Comité de Derechos Humanos Caldas, Gallego Miguel Ángel Abogado Presos
Políticos (continua texto a mano) No tiene teléfono. Morales Restrepo
Julio Uneb Caldas, Luis Carlos Presos Políticos, Correa Vallejo Carlos
Arturo Presos políticos. Bajo observación personas de la lista que llegó
ojo pendientes. Los estudiantes universitarios bajo observación.
Recuerda observaciones para desarrollar a Diciembre
(nombresxxxxxxxxxxxxxxxx) pendientes". Paréntesis nuestros. 


5. Es de anotar que las personas que aparecen en esta lista, son
reconocidos dirigentes sociales, sindicales y populares que han liderado
un fuerte proceso de defensa de la educación, como las marchas de
protesta contra la ley 012, el cierre de hospitales y la privatización
de los servicios públicos. 

6. Lo más grave de todo es que los paramilitares transitan
tranquilamente la ciudad inundando las paredes de barrios populares de
pintas alusivas a las AUC, como por ejemplo "Los muchachos buenos se
acuestan a las diez y los que no, los acostamos nosotros" AUC,
igualmente han repartido panfletos amenazantes en contra de los
estudiantes en las Universidades generando en toda la ciudad un ambiente
de terror, que mantiene a toda la población en una constante zozobra.

Por lo anteriormente expuesto solicitamos al Programa de Protección del
Ministerio del Interior:

1. Se brinde de manera urgente todas las garantías suficientes y
necesarias para proteger la integridad física de los dirigentes y
organizaciones sindicales amenazadas.

2. Se asignen "Esquemas de Seguridad Duros" a Henry Ocampo dirigente de
Fedecaldas, Sergio Díaz Forero dirigente de Sitelecom, Mercedes Vargas
Pizarro, integrante de la Tertulia "Simón Rodríguez", Jhon German López
Ríos dirigente de EDUCAL e integrante de la Tertulia Simón Rodríguez,
Oscar Arturo Orozco dirigente de Sintraelecol, Hernando Hernández
líder indígena, Nelson Betancourt dirigente del Comité de Derechos
Humanos Caldas, Miguel Ángel Gallego Abogado de Presos Políticos,
Julio Restrepo Morales dirigente de la Uneb Caldas, Luis Carlos Presos
Políticos, Carlos Arturo Correa Vallejo defensor de Presos políticos.
Con el fin de prevenir cualquier hecho que atente contra su vida,
teniendo en cuenta que todos ellos hacen parte de la lista en donde se
encontraba HERNAN ORTIZ, asesinado el 12 de abril del 2002.

3. Demandar de los organismos de control Fiscalía y Procuraduría General
de la Nación un pronta e imparcial investigación en contra de los
autores materiales e intelectuales del crimen contra HERNAN ORTIZ PARRA
y ROBEIRO PINEDA.
