Bulletin No 1. SAVE TELECOMMUNICATIONS IN COLOMBIA!

The organisations that belong to the National and International human
Rights Campaign Against Corruption, Privatisation and the
Criminalisation of Social Protest, denounce to the national and
international community that due to the negligence of the Colombian
government in its negotiations with workers from TELECOM and
TELEASOCIADOS they have been forced to pacifically occupy the different
administration centres of the company throughout the country since
9.00am on Tuesday 14th of May 2002.

The Events

1. In February this year the Trade Union of Communication Workers (USTC)
presented their demands to the Colombian government which included in
the first chapter 'Defence of the National Patrimony' a call for the
government to freeze payments to six US, Japanese and European
multinationals as part of Joint Venture contracts.

2. According to research carried out by the USTC, based on statistics
provided by the National Controller General, excess payments to these
multinational corporations: Nortel (US) , Alcatel (Spain), Ericsson
(Swiss), SIEMENS (Germany) Nec Itochu (Japan) have cost the nation an
extra one billion five hundred thousand million pesos.

3. During the presidential period of Andres Pastrana the government
borrowed $600 million dollars from international financiers which puts
at risk national telecommunications and the national patrimony, and has
led to the creation of a holding company which seeks to take over local
telephone services.

4. The workers pacifically occupying the Administration buildings and
work plants have demanded that the Colombian government provided a
definitive reply to these demands or alternatively the workers will
remain in occupation.

For the above reasons we demand that the Colombian government:

1. Respect agreements signed with workers and call for a rapid solution
to the demands presented in February by workers.

2. Demand that the Organisms of State Control, the Procuradoria and the
Peoples Defender name a commission that will carry out a permanent
overseeing of the situation of workers in all parts of the country

3. That the Ministry of labour and other governmental organisations
provide guarantees of expression, right to association and protest in
line with national and international norms.

4. That the ILO name a delegate from the Committee for Trade Union
Liberty to intervene and demand that the Colombian government carries
out recommendations that this organisation has put forward to the
Colombian government on a range of occasions.

STATE FORCES THREATEN TO FORCIBLY EJECT WORKERS FROM TELEARMENIA

The organisations that belong to the National and International Human
Rights Campaign Against Privatisation and the Corruption and the
Criminalisation of Social Protest denounce to the national and
international community the result of the negligence of the Colombian
government during negotiations with the workers of TELECOM and
TELEASOCIADAS, who were forced to occupy the different administrative
buildings and work plants of the company across the country.

The Events:

1. On the 15th of March 2002 in the early hours of the morning, state
forces threatened to dislodge workers by force from the building where
they were carrying out a day of protest in defence of telecommunications
as part of the national patrimony. The attempt occurred in the building
of Teleasociada (the local telephone company in the city of Armenia)
located in Kr. 16 calle 22.

2. According to police information the manager of Telearmenia, ANA
ISABEL JARAMILLO, called on the police to eject workers by force. The
commander of the police contacted the Peoples Defender of Armenia
to call for a meeting to discuss the proposal and the response of the
Peoples Defender was that : "Concerning this meeting please excuse our
institution as the function of the Peoples Defender is to mediate and
bring together the parties in conflict in order to obtain a concerted
and peaceful resolution of the conflict".

3. The attempt was suspended due to the actions of workers, the trade
union and human rights organisations. However, the Police Commander
threatened again to use force at 2.00pm. The workers insisted that until
the issues that lead to the occupation were resolved they would not
leave the buildings and work places.

4. It is important to note that the workers had been doing everything
possible to obtain a reply from the government, but the response had
continued to be insufficient.

5. The policy of the President Andres Pastrana beyond handing over
communications to multinationals, has also been to force Colombians to
assume the costs of international loans which have caused the
telecommunication industry to be tied to International Banks and the
excess costs. which run into millions, which the multinationals seek to
impose on the Joint Venture Contracts.

Due to the above we call for:

1. An urgent call to all national authorities with the aim of stopping
any violent attempt to dislodge workers who are carrying out a just
protest in defence of their integral human rights.

2. Demand that the government provides an immediate response to the
points raised in Chapter 1 of the unions demands.

3. That state organs of control carry out an immediate preventative
action against public forces which violate the rights of workers.

Desde el día de ayer los trabajadores de las comunicaciones a nivel
nacional aglutinados en la USTC nos Tomamos los Edificios de Telecom a
nivel nacional y de las Teleasociadas, para presionar una solución
política en cuanto a los que tiene que ver con el no pago de 600
millones de dólares a las multinacionales a través de los Contratos de
Asociación a riesgo compartido.

Este conflicto es también como consecuencia de la presentación del
pliego de peticiones que la ustc presentara a la administración de
Telecom y de las Teleasociadas

Solicitamos que:

Se pare este pago ya que de hacerse, llevaría no solo a Telecom a la
quiebra sino que de paso se dejaría de llevar las comunicaciones
apartadas donde las privadas nunca lo harían la cual buscan el negocio
púlpito.

FUERZA PUBLICA AMENAZA DESALOJAR A LOS TRABAJADORES DE TELEARMENIA

Las organizaciones pertenecientes a la Campaña Nacional e Internacional
de Derechos Humanos contra la Privatización, la Corrupción y la
Penalización de la Protesta Social, denunciamos ante la comunidad
nacional e internacional que producto de la negligencia del alto
gobierno en la negociación con los trabajadores de TELECOM y
TELEASOCIADAS, éstos se vieron obligados a ocupar pacíficamente las
diferentes sedes administrativas y plantas de la empresa en todo el
país.

Los hechos:

1. En el día de hoy 15 de mayo de 2002 en horas de la mañana, la fuerza
pública en la ciudad de Armenia, amenazó con ingresar por la fuerza
para desalojar a los trabajadores que vienen desarrollando la jornada
de protesta, por la defensa de las telecomunicaciones como patrimonio
nacional. El intento de desalojo se ha presentó en edificio de la
Teleasociada (empresa de telefonía local de la ciudad de Armenia)
ubicado en la Kr. 16 calle 22.

2. Según la información de la policía, la Gerente de Telearmenia, ANA
ISABEL JARAMILLO, llamó al comando de policía para que efectuara el
desalojo por la fuerza de los trabajadores. El comandante de la policía
comunicó a la Defensora del Pueblo de Armenia que se hiciera una
reunión con este propósito, frente a lo cual la respuesta de la
defensora al comandante fue: "Sobre el particular me permito excusar la
institución de dicha reunión por cuanto es función de la defensoría del
pueblo mediar y acercar las partes en conflicto, en aras de conseguir
una salida concertada y resolución pacífica de conflictos"

3. El desalojo fue suspendido por la acción inmediata de los
trabajadores, el sindicato y las organizaciones de derechos humanos. Sin
embargo, el comandante de la policía amenaza con reanudar el operativo
de desalojo a las 2:00 p.m. Los trabajadores han expresado que hasta
tanto no se resuelvan los puntos que los obligaron a efectuar esta
jornada nacional no saldrán de las instalaciones y de los lugares de
trabajo.

4. Es importante anotar que pese a que se vienen adelantando por parte
de los trabajadores todas las gestiones necesarias para optener
respuesta del alto gobierno éste sigue dilatando su respuesta.


5. La política del gobierno del presidente Pastrana además de entregar
el sector de las comunicaciones a las multinacionales, pretende que los
colombianos asuman el costo de los empréstitos internacionales con los
cuales las telecomunicaciones quedan pignorada a la banca internacional
y los sobrecostos multimillonarios que quieren imponer las
transnacionales en los contratos Joint Venture.


Por lo anteriormente expuesto solicitamos:

1. Hacer un llamado urgente a todas las autoridades nacionales con el
fin de detener cualquier operativo que por la fuerza pretenda desalojar
a los trabajadores que realizan una justa protesta por la defensa
integral de sus derechos.

2. Exigir al alto gobierno dar respuesta inmediata a los puntos de la
negociación del capitulo I del pliego de peticiones que ha venido
dilatando desde su presentación.

3. Que los organismos de control del estado dispongan de funcionarios
que realicen de inmediato una acción preventiva frente a acciones por
parte de la fuerza pública que vulneren o violen los derechos de los
trabajadores.
