I. OIL WORKERS LEADER CESAR BLANCO MORENO ASSASSINATED

NATIONAL EXECUTIVE COMMITTEE - COMMUNIQUE

During a day of democratic voting to elect a new USO NATIONAL EXECUTIVE
COMMITTEE comrade CESAR BLANCO MORENO, leader of the Bucaramanga branch
of USO, was assassinated as he made his way to his home in this city.

Our comrade had been president of the USO in Tibu and on 18 May 1998 an
attempt was made on his life in the city of Cucuta which left him
seriously injured. Because of this he was relocated to the medical
section of Ecopetrol in Bucaramanga, where he worked until the time of
his death.

The cowardly assassination of CESAR is testimony to the growing wave of
violence against the USO, yet one more crime by the enemies of trade
union activities and another irrefutable example of the permissive
attitude of the State, because our comrade had received death threats
before and the authorities were fully aware of this. In addition there
has been the repeated declaration by the paramilitaries for more than a
month threatening to assassinate trade union and popular leaders in
Bucaramanga.

We condemn the fact that in spite of the commitment made by the
government to the protective measures set out by the international
community to provide security to trade union leaders and their families,
six months have passed since the assassination of comrade AURY SARA
MARRUGO and bureaucratic procedures within the Ecopetrol administration
and the government have made it impossible for the leaders to have the
protection they need. Quite the opposite as two more comrades have been
assassinated (Rafael Jaimes, Cesar Blanco). What is more, this crime has
occurred at a time when the USO is fighting hard to prevent pension and
labour reforms which will erase in one sweep all the gains we have
achieved in our long battle for workers' rights.

We oil workers refuse to bury our dead submissively. We will maintain
our fierce resistance to barbarity and in response to this crime against
CESAR we have called a NATIONAL PRODUCTION STRIKE OF 48 HOURS.

We do not want expressions of condolence from a government during whose
mandate assassinations of trade union leaders have increased
astronomically.

We do not want promises of more exhaustive investigations which end in a
shroud of impunity as they did in the cases of Aury Sara, William Walls
and Alexander Cardona and many other assassinated comrades. We demand
that CESAR's killers are punished and that the crimes against popular
leaders are stopped.

We ask the Colombian people and the international community to express
their strongest condemnation of this repressive and complicit Pastrana
government.

To the relatives of comrade CESAR BLANCO we send our deepest sympathy
and offer our heartfelt solidarity.

II. SOS - NEW ASSASSINATION ATTEMPT AGAINST A SINTRAEMCALI LEADER

SINTRAEMCALI, The Association for Research and Social Action Nomadesc
and the other organisations that belong to the National and
International Human Rights Campaign Against Corruption, Privatisation
and the Criminalisation of Social Protest DENOUNCE and CONDEMN the
assassination attempt against the trade union leader LUIS ENRIQUE
IMBACHI acting president of SINTRAEMCALI perpetrated yesterday 16th
June, 2002, in the city of Santiago de Cali.

The Events:

1. Yesterday, Sunday 16th June, at around 9.30pm, the acting president
of SINTRAEMCALI, LUIS ENRIQUE IMBACHI was leaving the neighbourhood
Barrio San Luis to go to Barrio Cali Mio in his security vehicle
assigned by the Ministry of Interior Protection Programme, in the
company of his bodyguard IBANEY GONZALEZ, when in the Avenue Cuidad de
Cali three individuals in two high velocity motorbikes, one green KMX,
and the other a Burgundy RX 115 and a taxi began to follow them. During
this time they passed by the car attempting to look inside.

2. The two motorbikes approached the on car on either side. About one
kilometre further on one of the passengers on the motorbike on the right
hand side of the car pulled out a gun and aimed it exactly where the
union leader was sitting. LUIS IMBACHI ordered the bodyguard to drive
into the motorbike, and the driver of the bike upon realising that the
car was about to hit them sped away.

3. The bodyguard attempted immediately to contact via radio the DAS
(National Administrative Security Department) but nobody answered,
(recently DAS has changed the rights of these appointed bodyguards
taking away their right to wear identification armbands, changing their
identity cards, and the frequency of their radios, making it impossible
to communicate in emergencies). The union leader and his bodyguard then
headed straight for the DAS headquarters and made a statement to the
duty officer.

We call on all of you to do the following:

· Make statements to the United Nations, the Organisation of American
States, the diplomatic corps who have a presence in Colombia, the
international Labour Organisation in an attempt to guarantee the human
rights of the threatened people and call on the Colombian government to
carry out an Immediate Preventative Action to prevent any attacks
against the physical or psychological of leaders, activists,
spokespeople, advisers and their families. Likewise any of the community
and social leaders who are in high risk.

· Demand that the Colombian government and the appropriate authorities
provide sufficient and necessary guarantees so that Constitutional
Rights, such as the right to life, security, freedom of opinion,
information, mobilisation, trade union activity and protest are
respected.

· Co-ordinate an International delegation made up of International
Organisations that can gather information on the situation and the
denouncements, and also carry out a process of overseeing the agreements
signed on the 29th of January between SINTRAEMCALI, the Cali community
and the Colombian Government.

· Lobby national and International authorities through letters,
statements by organisations and members of parliament, but above all,
with the presence of a delegation of Canadian, North American and
British we could organise meetings with government authorities, both
national and regional to demand a peaceful solution to this social
conflict.

· Demand that the Colombian government carries out an exhaustive
investigation to punish those responsible both materially and
intellectually for the events outlined above.

Finally, and in line with the evidence that members of the Public Forces
are following our members, photographing, filming and threatening
workers, as was seen during the 1st of may demonstration we hold
responsible the Colombian Government for any attempt against the
integrity of leaders, trade unionists and human right workers.

III. GENOCIDE AGAINST THE CUT CONTINUES
---------------------------------------

Through our Human Rights Department e United Workers Federation of
Colombia, condemns actions against Colombian workers, who do not have
basic guarantees to carry out trade union function sor even to work as
can be seen in the following barbarous acts:

ASSASSINATIONS

· On 17th June Bucaramanga, Santander Departament, CESAR BLANCO MORENO,
leader of the Bucaramanga branch of the Oil Industry United Workers
Union USO was assassinated. The comrade received death threats from the
AUC and he had been the victim of an assasination attempt on 18th May
1998.

This assassination shows the cowardly wave of terror against USO's
leaders, it is one more murder committed by the enemies of trade union
activity and evidence of the State's permissive attitude, given that the
comrade had previously received death threats by condolence cards, and
the authorities had full knowledge of this, and this also came after a
month of repeated announcements by the paramilitaries who have for the
last month been threatening assassinations of trade union and popular
leaders in Bucaramanga.

· On 12th June 2002, in Puerto Wilches, Santander Departament, ELIAS
MEJIA VILLAREAL was assassinated at 7:00 in the evening when several
menm arrived at his home and executed him with shots.the comrade was a
leader of the Palm Oil Workers Union SINTRAPALMA-CUT.

Additionally, that same night the same men went to the house of comrade
ROBERTO RODRÍGUEZ with the aim of assassinating him too, but they did
not find him and so left a message threatening to kill him if he does
not leave the region immediately. The comrade is Secretary General
SINTRAPALMA.

It is important to note that SINTRAPALMA went on strike on 1st March
this year, after 45 days of negotiations. This unleashed a wave of
persecution this year leaving 2 comrades of this union assassinated and
in the face of lack of any guarantees in respect of acquired labour
rights they want to finish off the union.

KIDNAPPING

· 14th June 2002, El Playón, Santander Departament, VÍCTOR VELEÑO
BARRERA was kidnapped. VÍCTOR worked in El Banco, Magdalena Departament,
and is a member of the National Association of Officials amd Employees
of the Justice Branch - ASONAL. According to press reports he was
kidnapped by the ELN - National Liberation Army, at a roadblock
installed at 10.30 in the morning opposite Villa Teresa farm and was
taken with two other people.

Our appeal to Doctor Juan Somavia, and the governments, employers and
workers represented at the ILO, is that they take clear note of this
GENOCIDE being carried out against the CUT. If the Colombian National
Government headed by the President does NOT implement the policies
necessary for us to carry out trade union activity, we ask that the
Administrative Council of the ILO meeting in June calls for a COMMISSION
OF INQUIRY into the violations of our Human Rights, that are systematic,
massive and serious, and that have left 86 assassinated, 11
assassination attempts, 11 kidnappings, of which 4 have been released
and 7 disappeared, so far this year.

I. UNION SINDICAL OBRERA DE LA INDUSTRIA DEL PETROLEO USO JUNTA

COMUNICADO A LA OPINION PUBLICA

Mientras se desarrollaba normalmente la democratica jornada de votacion
para legir nueva JUNTA DIRECTIVA NACIONAL DE LA USO, fue asesinado el
companero irigente de la Subdirectiva USO Bucaramanga CESAR BLANCO
MORENO, cuando se irigiia a su residencia en esa ciudad.

El companero habia sido presidente de la USO Tibu y el 18 de mayo de
1998 ecibio un atentado en la ciudad de Cucuta, quedando seriamente
lesionado.

Por lo anterior habia sido reubicado en los servicios medicos de
Ecopetrol en Bucaramanga, en donde laboro hasta el momento de su
asesinato.

El cobarde asesinato de CESAR se inscribe por supuesto dentro de la
creciente ola de violencia generada contra la USO, es un crimen mas de
los enemigos de la actividad sindical y una demostracion fehaciente de
la actitud permisiva del estado, ya el companero con anterioridad habia
recibido amenazas de muerte a traves de sufragios de la cual pleno
conocimiento tenian las autoridades y a estos hechos se le suma el
pronunciamiento repetido que las autodefensas habian hecho desde hace un
mes en donde amenazan asesinar dirigentes sindicales y populares en
Bucaramanga.

Denunciamos que a pesar del compromiso que tiene el gobierno Nacional a
traves de medidas cautelares dictadas por la comunidad internacional en
el sentido de brindar seguridad integral a los dirigentes sindicales y
sus familiares, pasados seis meses del asesinato del companero AURY
SARA MARRUGO los tramites burocraticos de la administracion de Ecopetrol
y el gobierno no han posibilitado que los dirigentes tengan la seguridad
requerida. todo lo contrario dos companeros mas han sido asesinados
(Rafael Jaimes, Cesar Blanco). Asi mismo este crimen se da en momentos
en que la USO viene librando una dura lucha contra la reforma pensional
y laboral que pretende borrar de un plumazo las conquistas obtenidas
durante grandes jornadas de lucha.

Los trabajadores petroleros no nos resignamos a enterrar sumisamente
nuestros muertos, mantenemos el alto nuestra capacidad de resistencia
ante la barbarie y como respuesta al crimen de Cesar hemos declarado
PARO NACIONAL DE PRODUCCION DE 48 HORAS.

No queremos comunicados de condolencia de parte de un gobierno en el
cual los asesinatos de dirigentes sindicales han crecido
geometricamente. No queremos el anunciamiento de mas investigaciones
exhaustivas que terminan en un manto de impunidad como en los casos de
Rafael Jaimes, Aury Sara, William Walls y Alexander Cardona y muchos
otros companeros asesinados. Exigimos castigo para los asesinos del
companero CESAR, que cesen los crimenes contra los luchadores populares.

Reclamamos del pueblo colombiano y de la comunidad internacional la mas
dura condena contra el gobierno represivo y cumplice de Pastrana.

A los familiares del companero CESAR BLANCO expresamos nuestras más
profundas condolencias y ponemos a su disposicion nuestra acostumbrada
solidaridad.

II. S. O. S SINTRAEMCALI - NUEVO ATENTADO CONTRA DIRECTIVO

El sindicato de trabajadores de las Empresas Publicas de Cali,
Sintraemcali, la Asociación para la investigación y Acción Social
Nomadesc y las organizaciones pertenecientes a la campaña nacional e
internacional contra la Privatización, la Corrupción y la Penalización
de la Protesta Social, abajo firmantes, denunciamos y condenamos el
intento de asesinato contra el dirigente sindical LUIS ENRIQUE IMBACHI,
presidente (e) de SINTRAEMCALI perpetrado el día de ayer 16 de junio de
2002, en la ciudad de Santiago de Cali.

Los hechos:

1. El día de ayer domingo 16 de junio de 2002, siendo aproximadamente
las 9:30 p.m. el presidente encargado de SINTRAEMCALI, LUIS ENRIQUE
IMBACHI, se desplazaba del Barrio San Luis, al Barrio Cali Mio, en el
vehículo de seguridad asignado por el Programa de Protección del
Ministerio del Interior, en compañía del escolta de seguridad IBANEY
GONZÁLEZ; Cuando en la avenida ciudad de cali, tres individuos que se
transportaban en dos motos de alto cilindraje, una KMX color verde y
otra RX 115 de color uva, y un taxi, los siguieron durante varios
minutos, tiempo en el cual se acercaban al vehículo, se adelantaban y se
atrazaban intentando mirar al interior del carro

2. Los indivuduos de la motocicleta, se apostaron uno a cada lado del
carro y un kilometro más adelante los que se encontraban al lado derecho
del vehículo sacaron un revolver al parecer 38 largo, y apunto hacia el
vidrio de la parte lateral derecha en donde se encontraba justamente el
directivo LUIS IMBACHI, quien ordeno al escolta que reaccionara
manobriando el vehículo hacia el hombre de la moto, el cual ante el
impacto de ver el vehículo casi encima de el, emprendio inmediatamente
la huida.

3. El escolta intento comunicarse inmediatamente vía radio con el DAS,
gestión infructuosa pues nadie les contesto, ( dentro de las medidas que
ha tomado el DAS de prohibir funciones de policia judicial, quitarles
las insignias del DAS, cambiarles el tipo de carnetización, ademas
cambio las frecuencias de los Radios de comunicación, haciendo imposible
comunicarse en emergencias como esta). Motivo por el cual el directivo y
su escolta se desplazaron inmediatamente a las oficinas del DAS, en
donde presentaron la denuncia ante el inspector de turno.

Por lo anteriormente expuesto solicitamos a todos ustedes:


· Pronunciarse ante la Organización de Naciones Unidas, ONU, la
Organización de Estados Aamericanos, OEA, el Cuerpo Diplomático con sede
en colombia y Organización Internacional del Trabajo, OIT, para que sean
garantes de los derechos humanos de las personas amenazadas y soliciten
al gobierno colombiano una ACCION INMEDIATA DE PREVENCIÓN, en contra de
cualquier hecho que atente contra la integridad Física y sicológica de
los dirigentes, activistas, voceros y asesores de Sintraemcali y sus
familiares, asi como de todos los ideres, sociales, populares,
comunitarios, que se encuentran en alto riesgo.

· Demandar del gobierno colombiano y las autoridades Competentes,
garantías suficientes y necesarias para que se respeten los derechos
constitucionales, como el derecho a la vida, seguridad, libertad de
opinión, información, movilización, sindicalización y protesta.

· Coordinar una delegación internacional compuesta por organizaciones
internacionales que den seguimiento a esta situación y constatén las
denuncias interpuestas por los trabajadores y realice una labor de
veeduría frente a los acuerdos firmados el 29 de enero entre
Sintraemcali, la comunidad Caleña y el Gobierno Colombiano.

· Solictar cartas de apoyo y denuncia frente a esta situación a miembros
del parlamento, pero sobre todo, gestionar la presencia de una comisión
de parlamentarios europeos, Norteamericanos y canadienses para que
verifiquen esta grave situación.

· Exigir al gobierno Colombiano se desarrolle una investigación
exhaustiva para dar castigo a los responsables materiales e
intelectuales de los hechos aquí denunciados.



III. CONTINUA GENOCIDIO CONTRA LA CUT
-------------------------------------

La Central Unitaria de Trabajadores de Colombia-CUT-, a través del
Departamento de Derechos Humanos, condena los actos en contra de los
trabajadores colombianos, quienes no tenemos garantías para ejercer
nuestras funciones sindicales ni para trabajar, esto se refleja en lo
siguientes hechos de barbarie:

ASESINATOS

· El día 17 de Junio de 2002, en la Ciudad de Bucaramanga, Departamento
de Santander, fue asesinado CESAR BLANCO MORENO, dirigente de la
Subdirectiva Bucaramanga de la Unión Sindical Obrera de la Industria del
Petróleo -USO- CUT-. El compañero estaba amenazado de muerte por parte
de las AUC y había sido víctima de un atentado el 18 de mayo de 1998.

Este asesinato es una muestra de la cobarde ola de terror contra los
dirigentes de la USO, es un crimen más de los enemigos de la actividad
sindical y una demostración fehaciente de la actitud permisiva del
Estado, ya que el compañero con anterioridad había recibido amenazas de
muerte a través de sufragios de la cual tenían pleno conocimiento las
autoridades competentes y a este hecho se le suma el pronunciamiento
repetido por parte de las autodefensas quienes habían hecho desde hace
un mes un pronunciaban amenazando con asesinar dirigentes sindicales y
populares de Bucaramanga.

· El día 12 de Junio de 2002, en el Municipio de Puerto Wilches,
Departamento de Santander, fue asesinado ELIAS MEJIA VILLAREAL, a las
7:00 de la noche cuando varios hombres llegaron a su residencia y lo
ejecutaron de varios disparos. El compañero era directivo del Sindicato
de Industria de los Trabajadores de Empresas de Palmas Oleaginosas y
Similares - SINTRAPALMA-CUT-.

Adicionalmente esa misma noche, estos mismo hombres fueron a la casa del
compañero ROBERTO RODRÍGUEZ con el fin de asesinarlo, pero al no
encontrarlo le dejaron un mensaje en donde le amenazaban de muerte sino
abandonaba la región de manera inmediata. El compañero es el Secretario
General de Sintrapalma.

Es importante recordar que Sintrapalma entró en huelga el 1 de marzo del
año en curso, teniendo en cuenta que finalizó la etapa de arreglo
directo y la prórroga de 45 días de negociación. Todo lo anterior a
desencadenado una ola de persecución y amenazas que en lo corrido del
año deja 2 compañeros asesinados en esta organización sidnical y ante la
falta de garantías por el respeto de las conquistas laborales adquiridas
quieren acabar con la organización sindical.

SECUESTRO

· El día 14 de Junio de 2002, en el Municipio de El Playón, Departamento
de Santander, fue secuestrado VÍCTOR VELEÑO BARRERA, quien se desempeña
como fiscal del Municipio de El Banco, Departamento del Magdalena , esta
afiliado a La Asociación Nacional de Funcionarios y Empleados de la Rama
Judicial -ASONAL-CUT-. De acuerdo con información periodística, fue
secuestrado por el Ejercito de Liberación nacional -ELN-, en un reten
que instalaron a las 10:30 de la mañana frente a la Finca Villa Teresa y
fue retenido con dos persona más.

Nuestra consideración para con el Doctor Juan Somavia, los gobiernos,
los empleadores y los trabajadores que tienen representatividad y
responsabilidad en la Organización Internacional del Trabajo -OIT-, con
todo respeto, es que se tome atenta nota de este GENOCIDIO que se esta
llevando contra la Centra Unitaria de Trabajadores de Colombia -CUT-, si
el Gobierno Nacional con el señor Presidente la República a la cabeza,
NO implementa las políticas necesarias que requerimos para llevar a cabo
nuestra actividad sindical, se solicite en el mes de junio de 2002, en
el Concejo de Administración de la OIT, la COMISIÓN DE ENCUESTA, como un
mecanismo que permita llamar la atención del Estado y su Gobierno para
que cese este genocidio contra nuestra Central, en la violación de los
Derechos Humanos, que son sistemáticos, masivos y graves, que en lo
corrido del año deja 86 asesinatos, 11 atentados, 10 secuestrados de
los cuales han sido liberados 4 y 7 desaparecidos.
