How can we help in Colombia?
Que faire pour la Colombie?

Hello all !

In Geneva, we received (like many of you) from the Proceso des
Communidades Negras PCN) the report of the " mision tecnica " and the call
to find participants for the " mision politica " from the 13th to the 15th
of September in Bogota. Just now we have received another call for a
national meeting of all kinds of popular organisations (peasants,
afrocolombians, indigenous): MOVILIZACIÓN NACIONAL AGRARIA Y POPULAR

The idea, of the mison politica of the PCN, in short, is to find people
representing significant northern movements, solidarity committees, unions
or other popular organisations, deputies... who could come to Bogota during a
national meeting of Afro-colombian organisations (PCN and others), to make
known their situation and pressure the Colombian, US, EU governments, armed
actors, etc., to respect the lives and social and economic existence of the
black communities. The other meeting would have more or less the same
function.

What do you think that the network can do ?

We would like to do what we can for this, but it would obviously make more
sense to not do it alone. Also we have a few remarks and questions.

- For many of us, and not only in Geneva, it seems evident that we (PGA)
cannot do anything significant by ourselves. The popular movements in
Colombia are in a desperate position and need above all much wider
political support which is necessary to hope to a) embarrass the US and
other forces behind the war b) find material support and make possible an "
accompianamiento " on the spot to protect the communities. What they are
asking for is humanitarian aid, so to be efficient we should mobilise all
kinds of " humanitarian " forces. We have even made contact with the Swiss
government's special ambassador for human rights, for example. The
indigenous canadian support group is trying to send indigenous people for
accompaniamiento under the protection of the UN Volonteers organisation,
etc. PGA (as a quasi-terrorist organisation !) can push to make things
happen, but cannot and should not try to do these things itself. It would
certainly be dangerous for all concerned. Our idea would be to try to work
towards a wide coalition of forces (including for example development NGOs
whose local contacts are in danger). What do you think of this ?

- The Mision politica be a step in this direction, but there are some
problems. 

The time - as usual - is terribly short. Difficult to imagine in Colombia,
but here organisations, deputies and even activists are difficult to find
in summer. September is a hyper-busy time for most people.

Certainly, we should go ahead as fast as possible, and it would be very
important to send a " signal " to the new government that all kinds of
organisations are watching the situation, but its true that it will be
really difficult to make the best kind of delegation in such a short time.
We should ask perhaps the PCN and other organisations if the date could
possibly be pushed back a little, or not.

Please respond to this rapidly (even if only to say that you can't get
involved, which is already an important information) ! Hopefully we will
talk of this soon in Leiden.

A Genève, l'APCM a reçu de PCN (comme vous j'imagine) le rapport de la
"mision tecnica" et un appel de trouver des personnes pour la " mision
politica " du 13 au 15 septiembre. Aujourd'hui nous avons reçu l'appel plus
large pour un évènement regroupant paysans, indigènes et afrocolombiens,
une MOVILIZACIÓN NACIONAL AGRARIA Y POPULAR, pour le 16 de Septiembre de 2002.

L'idée de la "mision politica" du PCN, en bref, est de constituer une
delegation de représentantEs de mouvements significatifs du Nord : de
solidarité, syndicats progressistes ou autres mouvements populaires,
députés... qui pourraient se rendre à Bogota pendant une réunion natioale des
organisations Afro-colombiennes (PCN et autres), pour pouvoir s'informer et
ensuite faire pression sur les gouvernments, groupes armés, etc., pour le
respect des vies et droits des communautés noires. L'autre évènement
pourrait servir à peu près de même.

Que pensez-vous que le réseau peut faire ?

Nous aimerions, quant à nous, faire notre possible, mais ce serait
évidemment mieux de travailler ensemble avec tout le réseau. Aussi nous
avons quelques remarques et questions :
- Pour beaucoup d'entre nous, et pas seulement à Genève, il semble évident
que l'AMP ne peut pas répondre seul au besoins de nos amiEs en Colombie.
Les organisations làbas ont besoin d'un soutien beaucoup plus large, autant
pour l'aide matériel que pour la pression politique qui pourrait réduire
les attaques contre elles et aussi rendre possible un accompagnement sur
place. En fait leur demand est humanitaire et nous ne pourrons y répondre
sans mobiliser les humanitaires. Par exemple, les communautés indigènes
canadiennes solidaires sont en train de monter un projet pour envoyer des
indigènes canadiens dans les communautés, mais ils iraient sous le
parapluie des UN Volonteers. Nous-mêmes ont a pris des contacts avec
l'ambassadeur special pour les droits de l'homme de la Suisse. L'AMP en
tant que telle (en tant que orga quasi-terroriste !) ne peut ni ne doit
apparaître làdedans. Ce serait dangereux pour tout le monde. Notre idée est
d'essayer d'impulser quelquechose de beaucoup plus large (y compris par ex.
des ONGs du développement dont les contacts sur place sont maintenant
menacés). Qu'en pensez-vous ?

- La mision politica serait un pas dans cette direction, mais il y a des
problèmes.

Comme d'habitude, le temps. Comment bien monter un truc pareil en Aout ?

Certainement il y a urgence et ce serait excellent d'envoyer un "message"
fort maintenant au nouveau gouvernment, mais c'est vrai qu'il sera de
faire une convocation efficace en si peu de temps. Nous devrions peut-être
demander au PCN si les dates pourraient être repoussées un peu, ou non.

S'il vous plait ! Réagissez assez vite (même pour dire que vous ne pouvez
pas participer - c'est déjà une information importante). En en parlera
aussi à Leiden!
