Sintraemcali calls Mobilization on 29th Jan againsr Privatization

TO: All comrade activists and leaders in social organisations, trade unions, community associations, citizens groups, representatives, Justices of the Peace, defenders of human rights: users of EMCALI E.I.C.E. all.

As you know 29th January will mark the first anniversary of the signing of the Agreement between the Colombian National Government, SINTRAEMCALI and the Caleña citizenry whose fundamental point was NO PRIVATISATION of the Municipal Corporation.

The Agreement included commitments that there would be no price increases for Public Services, and that the cost of the PTAR Waste Water Treatment Plant would not be passed on in increased charges. Besides we managed a renegotiation of the debt with the national and international banks, and no criminal prosecutions of the workers involved in the protest actions that we were obliged to take against the provocative measures of the national government on 24th December 2001.

The Agreement of 29th Januray 2002 was greeted enthusiastically as a victory by the people of Cali. And it should continue to be a source of pride in the social struggles launched by the Colombian people against the globalisation policies of the IMF, WTO, World Bank and Inter-American Development Bank amongst others, that undermine the sovereignty of Latin America and attempt to appropriate our natural wealth.

Remember that at 2:30 p.m. on 29th January one year ago our brave comrades who had occupied the C.A.M. tower for 36 days began to leave, and that the comrades who had occupied the Superintendent of Public Services building in Bogotá also emerged triumphantly. As these struggles unfurled they generated enormous belief, they have become part of the HISTORICAL MEMORY that we should today recall in the midst of the totalitarian government of URIBE VELEZ.

The intimidation and terror to which this government wants us to submit must be replied to by all of us with the same strategy that we used against the Pastrana Government, now more than ever we are sure that "Struggle and solidarity are the paths to unity, and the paths to unity are the paths to Victory".

Uribe's strategy is no other than to try and priviatise the corporation and hand it over completely to the multinationals. But he formulates this strategy with phrases such as "Shareholders Company" or "Social Capital Fund" trying to confuse the community, as with his famouus "Communitarian State".

That is why our appointment on the 29th is an appointment with history, part of the social struggle of our people. The best way forward is to show that despite the terror we will continue coming out onto the streets and we will keep on demonstrating. We await you all.

PARA: Todos los compañeros dirigentes y activistas de las organizaciones sociales, sindicales, barriales, veedores ciudadanos, voceros, jueces de paz, defensores de derechos humanos: usuarios de EMCALI E.I.C.E. todos.

Como todos ustedes saben, el próximo 29 de Enero de 2003, se cumple un año de la firma de los acuerdos entre el Gobierno Colombiano, Sintraemcali y la ciudadanía Caleña en los cuales el resultado fundamental fue la NO PRIVATIZACION de las Empresas Municipales. Igualmente fue posible detener el aumento de las tarifas de Servicios Públicos, el cobro de la PTAR por la vía del aumento tarifario. Además logramos la renegociación de la deuda con la banca nacional e internacional y la no judicialización a los trabajadores por la acción de hecho a la que nos vimos obligados, ante las temerarias medidas del gobierno nacional el 24 de diciembre de 2001.

Este hecho que celebramos el 29 de enero de 2002 con un ánimo de victoria para toda la ciudadanía, es y debe seguir siendo un motivo de orgullo de las luchas sociales que ha librado el pueblo colombiano en contra de las políticas mundiales del FMI, la OMC, BID, la Banca Multilateral entre otras, que agraden la soberanía de América Latina y pretende apropiarse de nuestras riquezas.

Recordar que hace un año a las 2:30 p.m. comenzaron a salir los valerosos compañeros que ocuparon la torre durante 36 días y que simultáneamente se asomaban triunfantes quienes ocuparon la Superintendencia de Servicios Públicos en Bogotá, mientras como en el sueño de las escalinatas crecía la audiencia, hace parte de la MEMORIA HISTORICA, que hoy en medio del gobierno totalitario de URIBE VELEZ, debemos recordar.

El amedrantamiento y el terror al que éste gobierno nos quiere someter, debe ser respondido por todos nosotros con la misma estrategia que utilizamos en el Gobierno de Pastrana, hoy más que nunca estamos seguros que "Lucha y la solidaridad son caminos de unidad y los caminos de unidad son caminos de Victoria".

La estrategia de Uribe, no es otra distinta a la de intentar privatizar y entregar totalmente la empresa a las multinacionales, para ello formula estrategias como la Sociedad por Acciones o el Fondo de Capitalización Social intentando confundir a la comunidad mediante el famoso "Estado Comunitario"

Por eso la cita del 29 es una cita con la historia de las luchas sociales de nuestro pueblo y la mejor manera de decir que a pesar del terror seguimos saliendo a las calles y nos seguimos manifestando. Los esperamos a Todos.
