Struck down, shocked and dismayed, in grief for the deaths of our three SINTRAEMCALI comrades, we declare to the world our voice of indignation at the events in which NELSON LOPEZ, WILMER VERGARA and JORGE VASQUEZ died. They were all activists in our organisation. Their deaths occurred just four hours after the culmination of a meeting between the Superintendent of Public Services EVA MARIA URIBE and the union's Executive Committee where we were reaching agreement not to privatise or liquidate EMCALI E.I.C.E. E.S.P.
The Events:
At about 11: 50 p.m. on Thursday 8th May, workers in EMCALI's Puerto Mallarino Drinking Water Treatment Plant were surprised by a high powered explosion which took the lives of NELSON LOPEZ (6 years working for the corporation), WILLMER VERGARA (9 years at the corporation), and JORGE VASQUEZ (10 years at the corporation). They all worked for the guard section with in the Water and Drains Department.
According to information from guards on shift at the Puerto Mallarino plant, three suspicious individuals were detected and handed over to the Cali Metropolitan Police earlier that day, in the morning of Thursday 8th May.
At about 6.30pm that day about 50 neighbourhoods (barrios) lost their light, including the area where the Puerto Mallarino is located.
The leaders of SINTRAEMCALI were informed and went to Puerto Mallarino. At 2:00 a.m. the union's President LUIS HERNÁNDEZ went with OSCAR FIGUEROA, another union leader (fiscal) to the Drainage and Sewerage Plant located on 15th Avenue and 59th Street. When they came out of the plant a few minutes later, several shots were fired at the plant's guards from a Luv Blanca de Platón van. The shots were directed at the guard post and one of the grilled offices that looks onto the street. A National Police patrol car, number 160, came to the plant and advised the guards that they retreat from their guard house, or the same thing might happen to them as happened at Puerto Mallarino.
It is important to point out that after previous visits to the plants SINTRAEMCALI has demanded through the communication media on several occasions that the municipal and national authorities strengthen security at the Puerto Mallarino plant. The plant adjoins the Cauca River , and patrols of armed men in vehicles with polaroid windows and no number plates have been seen patrolling there several times. The ex-commander of the Metropolitan Police ELIODORO ALFONSO can himself verify this anomalous situation, a year ago he publicly committed to the Mayor and the citizenry of Cali that he would increase security at the plant. During the occupation of the CAM Tower from December 2001, several statements were made noting patrols of armed men around Puerto Mallarino, and the SIJIN (Special Security Police) made a presence during these events.
We note that these events have occurred as the national government is making a definitive decision on the corporation, just three days before the final meeting with Colombia's President Alvaro Uribe Vélez.
We reject the versions put out by the authorities, and in particular by Colonel Oscar Naranjo, saying that the workers themselves had something to do with the explosion. We call for respect for the good name of our so vilely assassinated comrades. They gave the best years of their lives to the progress and strengthening of EMCALI as an Industrial and Commercial State Corporation.
We reject the manipulation by some members of SIJIN and CTI (Police Intelligence Branch) of the very events that have put us in mourning for our comrades. They are trying to interrogate the family members and put tendentious questions trying to justify this attack on EMCALI EICE, ESP and on the workers and activists of SINTRAEMCALI. At the same time we denounce that while the corpses of the guards were being raised, agent MIREVA NARVÁEZ of the CTI verbally attacked guard JORGE CABEZAS.
We demand an impartial and objective investigation under the oversight of the Public Ministry that brings public results as quickly as possible on the material and intellectual authors of these events.
We note that simultaneously with this tragic incident there were attempts using explosives in the barrios of San Antonio and la Rivera in Cali, and in the (nearby) city of Buenaventura in the Valle del Cauca.
We demand that the daily persecution and threats against the leaders and workers of SINTRAEMCALI cease, and that with these incidents they are only trying to justify the Privatisation and/or Liquidation of EMCALI E.I.C.E.
MASACRE ATROZ CONTRA TRABAJADORES DE EMCALI E.I.C.E.
Aterrados, consternados y adoloridos por la muerte de tres de nuestros compañeros de SINTRAEMCALI, lanzamos al mundo nuestra voz de indignación y protesta por los hechos en los que murieron NELSON LOPEZ, WILMER VERGARA y JORGE VASQUEZ activistas de nuestra organización sindical, cuatro horas después de que se culminara una reunión entre la Superintendente de Servicios Públicos EVA MARIA URIBE y la Junta Directiva del Sindicato donde se estaba llegando a acuerdos para la no privatización, ni liquidación de EMCALI E.I.C.E. E.S.P.
Los Hechos:
Siendo las 11: 50 p.m. del jueves 8 de mayo, aproximadamente, en la Planta de Tratamiento de Agua Potable de EMCALI E.I.C.E. E.S.P. de Puerto Mallarino, fueron sorprendidos los trabajadores por una carga explosiva de alta potencia en la que perdieron la vida NELSON LOPEZ (6 años de trabajo en la empresa), WILLMER VERGARA (9 años de trabajo en la empresa), y JORGE VASQUEZ (10 años de trabajo en la empresa), quienes pertenecían al área de vigilancia de la Gerencia de Acueducto y Alcantarillado.
Según información de los vigilantes de turno de la planta de Puerto Mallarino, en horas de la mañana del jueves 8 del presente, se habían detectado tres individuos sospechosos, que fueron entregados a la Policía metropolitana de Santiago de Cali.
Aproximadamente a las 6:30 p.m. del mismo día, alrededor de 50 barrios de Cali quedaron sin luz, uno de ellos el barrio donde esta ubicada la Planta de Puerto Mallarino.
Los directivos de Sintraemcali fueron informados de los hechos y se desplazaron hacia puerto Mallarino, a eso de las 2:00 a.m. el Presidente LUIS HERNÁNDEZ se trasladó con OSCAR FIGUEROA, fiscal de la organización, a la Planta de Alcantarillado ubicada en la Kra. 15 con calle 59 y cuando salieron de la Planta, a pocos minutos, desde una Camioneta Luv Blanca de Platón, realizaron varios disparos en contra de los vigilantes de la planta, los disparos fueron dirigidos hacia el puesto de vigilancia y a una de las oficinas que da a la reja de la calle. Una patrulla de la Policía Nacional, con número 160, se acercó a la Planta, y les advirtió a los vigilantes que se retiraran de la portería porque les podía pasar lo mismo que a los de Puerto Mallarino.
Es importante resaltar que en varias oportunidades SINTRAEMCALI, por medio de derechos de petición, denuncias ante los medios de comunicación y visitas a las plantas ha exigido a las autoridades municipales y nacionales fortalecer la seguridad de la Planta de Puerto Mallarino, debido a que en la parte posterior de la misma que colinda con el Rio Cauca, en varias oportunidades se ha visto patrullando a hombres armados en vehículos polarizados y sin placas. El mismo excomandante de la Policía Metropolitana ELIODORO ALFONSO, quien fue a verificar personalmente esta situación anómala un año atrás, se comprometió públicamente con el Alcalde y la ciudadanía de Calí a ampliar la seguridad de la planta. Durante la ocupación de la torre de EMCALI EICE en diciembre de 2001, se presentaron varias denuncias de los patrullajes de hombres armados a los alrededores de Puerto Mallarino y la SIJIN hizo presencia durante estos hechos. Anotamos que estos hechos se producen en momentos en que se esta tomando una decisión definitiva por parte del gobierno nacional sobre la empresa y a tres días de la reunión final con el Presidente de Colombia Alvaro Uribe Vélez.
Rechazamos las versiones de las autoridades y en particular del Coronel Oscar Naranjo, en el sentido de que los trabajadores podrían haber tenido que ver con el hecho y hacemos un llamado a que se respete el buen nombre de nuestros compañeros vilmente asesinados que entregaron los mejores años de su vida al progreso y fortalecimiento de EMCALI como Empresa Industrial y Comercial de Estado.
Rechazamos la manipulación que se quiere hacer de los hechos que enlutan nuestra organización sindical y los procedimientos de algunos miembros de la SIJIN y CTI, en el sentido de interrogar a los familiares y realizar preguntas tendenciosas para justificar los hechos en contra de EMCALI EICE. ESP. y de los trabajadores y activistas de SINTRAEMCALI. Igualmente denunciamos que durante el levantamiento de los cuerpos de los trabajadores fue agredido verbalmente el vigilante JORGE CABEZAS por parte de la agente del CTI señora MIREYA NARVÁEZ.
Exigimos una investigación imparcial y objetiva con veeduría del Ministerio Publico, que arroje a la mayor brevedad resultados públicos frente a los autores materiales e intelectuales de estos hechos.
Anotamos que simultáneamente a estos trágicos hechos se presentaron atentados con artefactos explosivos en el Barrio San Antonio, Barrio la Rivera y el Municipio de Buenaventura Valle del Cauca.
Exigimos se detenga la persecución y las amenazas diarias en contra de los directivos y trabajadores de Sintraemcali; con estos hechos sólo pretenden justificar la Privatización y/o Liquidación de EMCALI E.I.C.E.
