The neoliberal model has put Colombia into it's worst ever economic, social and political crisis. The governments of recent years have ceded several state corporations to the multinational companies, selling them off below their real value, they have finished off agricultural production and ruined national industry. This has brought more poverty, increasing unemployment, generalising violence and more dependence on international finance capital. To impose this policy, they have repressed the social and trade union movement, making Colombia the country with the most trade union members assassinated in the world, reaching 4,000 in the last 15 years.
ECOPETROL is the most important corporation in Colombia. It is in charge of managing hydrocarbons, the principle branch of the national economy. The State has been implementing policies to privatise this corporation for the last twenty years. One of these has been the violation of human rights through the criminalisation of the leaders and activists of the UNITED WORKERS UNION - USO, the union which organises oil workers in Colombia. More than 30 of its members have been imprisoned, although acquitted they have had to spend 3 years or more behind bars. Next 17th June is the date for the Public Hearing to decide the legal situation for 5 USO members, in the meantime USO's former president Hernando Hernández Pardo remains under house arrest. Besides which judicial bodies have on several occasions verified the link between state security organisations and paramilitary groups involved in disappearing two workers, around a hundred assassinations and hundreds of death threats to USO members.
USO presented a set of demands to ECOPETROL's management in November 2002 [translator's note - hitherto a normal part of the annual bargaining round]. Management's response was to present a set of counter-demands that would carry out the Corporation's privatisation, trying to snatch away labour rights, as well as the rights of of association, permanent contracts and stability that have been achieved by the workers in the 80 years of their union's existence. After 6 months in which management have not negotiated they, in consort with the government, are now trying to solve the conflict by imposing an Arbitration Tribunal, an unequal organisation that favours the government.
Repression has become harsher through the course of this conflict. 13 workers have been sacked and the right to free union activity has been violated - union leaders have been prevented from entering the workplaces. The government has completely militarised the oil installations and violently attacked workers who have demonstrated in favour of the union's proposals.
The above is clearly telling us that the existence of ECOPETROL as a state corporation, the life of the union and the labour guarantees of all the workers are at risk. These facts are obliging the union, as the only defence possible, to opt for a strike that has a patriotic character, to defend the common wealth of Colombian men and women and our national sovereignty. A strike that will surely be brutally repressed by the state forces, given that the government considers this industry as vital for national production.
In a country at war, as Colombia is, labour conflicts are treated militarily. This is shown by the situation in the Barrancabermeja oil refinery where 2,000 USO members work, and which is permanently patrolled by 1,500 agents of the armed forces, ready to repress and stop any exercise of the right to strike.
In the face of this reality we consider that the presence of the international community would be a valuable contribution, and direct witnesses to any repression of the workers. For this reason we are seeking the broadest solidarity from social organisations, human rights organisations, churches and trade unions from other countries by accompanying us before and during the conflict which is coming upon the Colombian oil workers.
To start this presence of international men and women delegates, we propose to hold an International Solidarity Meeting on 28th and 29th May in Bogotá city. We ask that those who attend this meeting accompany us until the Public Hearing on 17th June at which the legal situation of the five accused USO comrades will be resolved.
USO will continue to persist, as it has done up to now, in presenting alternatives that will make a direct agreement with the government possible. Which is why we are arranging for a meeting of the international delegates with the President of the Republic of Colombia.

ENCUENTRO INTERNACIONAL DE SOLIDARIDAD CON LA USO
El modelo neoliberal tiene a Colombia en la peor de sus crisis económicas, sociales y políticas. Los gobiernos de los últimos años le han cedido a las multinacionales varias empresas del Estado por debajo del precio real, acabaron con la producción agrícola y han arruinado la industria nacional. Esto ha traído más pobreza, aumento del desempleo, generalización de la violencia y más dependencia de los capitales financieros internacionales. Para imponer está política han reprimido al movimiento social y sindical, haciendo de Colombia el país donde más afiliados a sindicatos han sido asesinados en el mundo, acercándose a los 4.000 en los últimos quince años.
La empresa más importante de Colombia es ECOPETROL, que es la encargada del manejo de los hidrocarburos, la industria que es el principal renglón de la economía nacional. Durante los últimos veinte años el Estado ha venido implementado políticas para privatizar esta empresa. Una de esas ha sido la violación a los derechos humanos a través de la penalización de dirigentes y activistas de la UNION SINDICAL OBRERA, USO, sindicato que agrupa a los trabajadores petroleros de Colombia. Más de 30 de sus afiliados han estado en las cárceles, siendo absueltos luego de pagar penas de tres o más años. El 17 de Junio próximo está citada la audiencia pública para definir la situación jurídica de 5 de sus afiliados y todavía se encuentra con detención domiciliaria el expresidente de ese sindicato, Hernando Hernández Pardo. Además los organismos judiciales han comprobado, en varios casos, la vinculación de miembros de los organismos de seguridad con los grupos paramilitares en la desaparición de dos trabajadores, cerca de un centenar de asesinados y cientos de amenazados, todos ellos afiliados a la USO.
Desde el mes de Noviembre del 2002, la USO presentó un pliego de peticiones a la Administración de Ecopetrol. Su respuesta fue la presentación de un contrapliego que materializa la privatización de la Empresa, pretendiendo arrebatar los derechos laborales, de asociación, de contratación y de estabilidad alcanzados por los trabajadores en ochenta años de existencia del sindicato. Después de 6 meses la administración no ha permitido la negociación y en confabulación con el gobierno pretenden imponernos la instalación del Tribunal de Arbitramento, para dirimir el conflicto, organismo desigual y favorable al gobierno.
En el transcurso del conflicto, la represión se ha agudizado y se han despedido 13 obreros, se ha violado el libre ejercicio de la actividad sindical, impidiendo la entrada de los dirigentes sindicales a los sitios de trabajo. El gobierno complementa militarizando las instalaciones petroleras y agrediendo violentamente a los trabajadores que se manifiestan a favor de las propuestas del sindicato.
Lo anterior nos está diciendo claramente que se encuentra en riesgo la existencia de ECOPETROL como empresa del Estado, la vida del sindicato y las garantías laborales de todos los trabajadores. Estos hechos están obligando a optar como única defensa posible la realización de una huelga que tiene carácter patriótico, para defender un patrimonio de los colombianos y colombianas y nuestra soberanía nacional. Huelga que seguramente será reprimida en forma brutal por la fuerza pública, por cuanto el gobierno considera esta industria como vital para la producción nacional.
En un país en guerra, como Colombia, a los conflictos laborales se les da un tratamiento militar. Muestra de ello es que en la refinería de Barrancabermeja donde laboran 2000 afiliados al sindicato, patrullan en forma permanente 1500 efectivos de la fuerza publica, dispuestos para reprimir e impedir el derecho a la huelga.
Ante esta realidad, hemos considerado que la presencia de la comunidad internacional sería un valioso aporte y testigos presenciales de la represión contra los trabajadores. Por esta razón es que estamos solicitando la más amplia solidaridad de organizaciones sociales, de derechos humanos, iglesias y sindicatos de otros países, manifestada en un acompañamiento antes y durante el conflicto al cual se están viendo abocados los trabajadores del petróleo en Colombia. Para iniciar esta presencia de delegados y delegadas internacionales, proponemos realizar un Encuentro Internacional de Solidaridad durante los días 28 y 29 de Mayo próximos, en la ciudad de Bogotá. Solicitamos a quienes asistan a este Encuentro y continúen en el acompañamiento, hagan presencia en la Audiencia Pública del 17 de Junio, en la cual se resolverá la situación jurídica de cinco de los compañeros procesados de la USO.
La USO continuará insistiendo, como lo ha hecho hasta ahora, en presentar alternativas que posibiliten un acuerdo directo con el gobierno; razón por la cual estamos gestionando una audiencia de los delegados internacionales con el Presidente de la República de Colombia.
