ECUADOR-LARGE AREAS PARALYSED BY INDIGENOUS PROTESTS, BY KINTTO LUCAS QUITO, January 30, (IPS) The president of the the Confederation of Indigenous Nationalities of Ecuador (CONAIE), Antonio Varga, was detained by the police today, while the protests against the rise in fuel prices continued to paralyse large areas of the country. Units were dispatched in two cars to intercept the vehicle which Vargas was travelling in. (not sure of translation). The minister of the Interior, Juan Manrique, confirmed to the press that he had ordered the detention of Vargas on the grounds of "inciting subversion". Also he informed the press that Luis Villacis had been detained. Villacis is the leader of the Popular Front, which brings together leftwing student and trade union sectors. These deeds are part of the repression used by the Gustavo Noboa’s government againt the protests of the indigenous movement, which has paralyzed the Sierra region and has blocked the supply of goods to the coastal and amazon regions. The demonstrators cut off the routes and occupied television and radio emission posts in the central province of Chimborazo, and later the provincial government offices of the amazon town of Puya and the mountain town of Guaranda and the cathedral in Cuenca. The governement refused to dialogue with the indigenous leaders and demanded that the media keep to a "balanced information service, in full accord with the democratic system", which was seen by various sectors as a threat to free expression. Also it said the media " should not create rumours and cause alarm. (Unsure of translation) A military source interviewed by IPS indicated that some sectors of the army and the air force were very unhappy with the governments attitude of not initiating dialogue and increasing the repression. The military source argued that each time repression becomes more difficult, because stopping this mobilisation, in which thousands of indigenous people are participating, would provoke a massacre of hundreds of people. This veriosn , which reveals some of the positions in the military, echos the words of the commander in chief of the Air Force,Oswaldo Domiguez, who urged the government to dialogue immediately with indigenous and social sectors to try and come to some agreement. "The situation will not stop without dialogue, and we are not ready to kill, as it seems some people are interested in doing" indicated the source. The soldier was referring to political and business sectors of Guayaquil, the country’s large commercial centre, which called for a heavy handed approach and increased repression, and to sectors of the navy which held a similar view. Up until now, there is a total of more than 300 detained people since the protests began last week. 20 indigenous people have been wounded by bullets, 4 of these seriously, and more than 30 demonstrators were affected by tear gas thrown by the police. Blanca Chancoso, a leader of Conaie, demanded the immediated release of Vargas and explanations from the government as to why he was being held. Chancoso asserted "We do not know where he is being held, and this only inflames the situation more and forcing us to continue. We will not withdraw, and people will continue to cut off the highways and march towards Quito". There are already more than 6000 indigenous people in the capital of Ecuador. They have been arriving since Saturday, and have been getting through the cordon of police and soldiers which is obstructing their passage to Quito. The (university?-unclear)) authorities have agreed , on humanitarian grounds , that the indigenous people can stay in the Salesiana Politecnica University, in the face of a police ban on them camping in the central El Arbolito park, or staying overnight in the Culture House, as they have done on past mobilisations. (not sure of translation). The university is surrounded by tens of armed police who are not letting the indigenous people leave, and are also stopping the supplies which hundreds of Quitans have been bringing in solidarity with the protests since this Tuesday morning . Also, the water, light and telephones of the university have been cut off, and police helicopters flew above the courtyard throwing tear gas bombs. On top of this was the appearance of bloodied dead dogs with the words "they are playing with the dead manueles (a derogatory word for indigenous people)" Hundreds of armed police threw tear gas bombs and this afternoon did not let the people who were in Quito march to the centre of the capital. According to people from the Ecuatorian Red Cross, the police action provoked the asphyxiation of 11 people, and 2 children were seriously wounded due to being hit in the head by tear gas bombs. This uprising is the first time that the Ecuatorian Federation of Idigenous Evangelists (?) (FEINE) has actively participated together with CONAIE, the National Peasant Coordination and other social sectors. Marco Murillo, from FEINE, told IPS that their participation in these protests signified the total unity of the indigenous people and that they had struggled to achieved the goals which had been proposed (?) "We indigenous people are not responsible for the crisis, neither have we caused the chaos in this country" argued Murillo, who added that they would not be scared off by the appearance of dead dogs with bloodstained words on them. The Presedent of the Republic’s Communication secretary assured that the economic policy is not negotiatiable "as it constitutes the fundamental backbone of the stabilisation plan for dollarisation and the predictions of growth", as agreed with the International Monetary Fund (not sure on translation). The road blocks which the indigenous people and peasants held in the central and northern mountain areas have created difficulties for farmers and ranchers. "Because of the blockages which are happening in the roads in the north and the south the milk cannot reach the pasteurising plants" said the leader oft he Ranchers Association, Juan Pablo Grijalva. Before being detained, Vargas declared that he would not back up, unless the president Noboa repealled these economic policies and declared "We do not live in a dictatorship so how can they could abuse us in this way?" (not sure of translation) Vargas was one of the main protagonists in the indigenous rebellion supported by the officials of the Armed Forces which on the 21st of January 2000 brought about the fall of the president Jamil Mahuad. Alexis Ponce, from the Permanent Assembly of Human Rights (APDH), criticised the detentions and announced that they would appeal under "habeas corpus" to release the prisoners and would turn to the Defensoria del Pueblo (Defense of the People???) and the Constitutional Tribunal to guarantee "respect of the rights of citizens".
