Social Organizations Raided
Dear friends,
This past weekend the offices of both the Campesino Committee of the Highlands (CCDA) and the Foundation for Community Development (FUNDESCO) were broken into. As mentioned by these organizations, these break-ins are unfortunately only two of many similar incidents. Below you'll find communiques from the CCDA and CONGCOOP, as well as a translation of each.

OFFICES OF THE CAMPESINO COMMITTEE OF THE HIGHLANDS (CCDA) BROKEN INTO
San Lucas Tolimán, Sololá

On March 2, 2006, the CCDA commemorated twenty-four years of organized struggle. We originally formed in order to demand justice and development in the Guatemalan countryside, responding to governments' fierce policies of persecution, repression, and marginalization of campesinos and indigenous peoples. Twenty-four years later, we are still being harassed by people and groups opposed to real democracy, rural development, and coexistence in a just society.
At dawn on Sunday, March 26, 2006, unknown people forced their way through the door of the CCDA's central office in the municipality of San Lucas Tolimán. They took with them computers containing information on the CCDA's armed conflict compensation project [revindicación], audiovisual equipment, various 100-pound sacks of coffee, financial documents, etc.
We believe that this is a political attack carried out against our work for its focus on social justice.
This kind of action against the CCDA shines light on the type of groups that still exist in Guatemala, shielded by secrecy and impunity and acting with complete freedom and without any hindrance from the authorities.
In the face of this persecution and intimidation of the CCDA leadership, we demand:
- That the authorities conduct an investigation and that the results be presented to the CCDA.
- That the police actually do their job and provide security for the people.
The CCDA's position:
- We reaffirm our commitment to continue the struggle for justice and rural development in Guatemala;
- To continue mobilizing and presenting proposals in order to accomplish our strategic goals of agrarian reform and rural development;
- To strengthen our organizational capacity in order to survive different kinds of repression until there is equality and coexistence among Guatemalans.

We must remain united and informed about what is happening in each of our communities, and we must denounce any human rights violations.
To the solidarity movement:
Keep your attention on the CCDA and anything else that might happen to us now that we have defined our strategy as being in favor of justice, equality, and citizen participation, as this constitutes an attack against the interests of those who have held this country in a system of dependence and underdevelopment.
Hope is growing and strengthening in Guatemala.

Coordinating Comittee of NGOs and Cooperatives (CONGCOOP)
DENOUNCES BREAK-IN OF SOCIAL ORGANIZATION
This weekend the offices of the Foundation for Community Development(FUNDESCO), an organization affiliated with CONGCOOP, were raided. Those who carried out the break-in stole computer equipment, accounting paperwork,and other belongings. This incident is one of many in a condemnable chain of break-ins and attacks directed at social organizations.
In the face of the aforementioned, the organization demands:
- That the appropriate authorities carry out a thorough investigation of the incident, as well as identify those responsible and begin the corresponding paperwork.
- That social organizations and both the national and international community condemn this type of intimidation and insecurity, show their solidarity with FUNDESCO, and demand that the authorities act to stop the harassment of the social movement.

ALLANAN LAS OFICINAS DEL COMITÉ CAMPESINO DEL ALTIPLANO -CCDA- En San Lucas Tolimán. Sololá.
Recientemente (2 de marzo 06) el CCDA conmemoró sus 24 años de lucha organizativa, surgimos para demandar justicia y desarrollo en el campo Guatemalteco, debido a las fuertes políticas de persecución, represión y marginación de los gobiernos en contra de los campesinos e indígenas, sin embargo: 24 años después. Seguimos siendo hostigados por personas o grupos que se oponen a la democracia real, al desarrollo del campo y la convivencia dentro de una sociedad con justicia plena.
La Madrugada del día Domingo 26 de marzo del 2006 desconocidos, interrumpieron con fuerzas, la puerta de la oficina que ocupa la sede del CCDA ubicada en el municipio de San Lucas Tolimán, Sololá. Habiendo llevado equipos de computación que contienen información del trabajo reivindicativo que hace el CCDA, Equipo audiovisual, varios quintales de café, documentos contables, etc.
Creemos que es un atentado político dirigido en contra de nuestras acciones que buscan la justicia social.
Este tipo de acciones en contra del CCDA demuestran que en Guatemala siguen existiendo grupos amparados en el oscurantismo e impunidad y actúan en total libertad sin que las autoridades accionen y hagan algo para frenar la persecución.
ANTE ESTA SITUACION DE PERSECUSION E INTIMIDACION EN CONTRA DE LOS DIRIGENTES DEL CCDA DEMANDAMOS:
- A las autoridades competentes a investigar y presentar un resultado de dicha investigación al CCDA.
- Que la Policía verdaderamente cumpla con su función de brindarle seguridad a la población.
NUESTRO POSICIONAMIENTO COMO CCDA.
- Reafirmamos nuestro compromiso de seguir luchando en pro de la justicia y el desarrollo del campo Guatemalteco.
- A accionar con mayor movilización y propuesta para el logro de nuestros objetivos estratégicos que son el logro de la REFORMA AGRIARIA y EL DESARROLLO RURAL.
- A Fortalecernos Organizativamente para seguir sobreviviendo ante diferentes tipos de represión hasta lograr la igualdad, la convivencia fraterna y armónica entre los Guatemaltecos.
Nuestro Llamado:
- A nuestras bases, mantenernos unidos e informados de los que ocurre en cada uno de nuestras comunidades, y si existe violaciones a Derechos Humanos denunciarlo.
- A la solidaridad estar vigilantes a lo que pueda seguir ocurriendo en el CCDA ya que hemos definido nuestra estrategia de lucha política en pro de la justicia, igualdad y participación ciudadana. Y eso atenta contra los intereses de quienes han mantenido un sistema de dependencia y subdesarrollo del País.
En Guatemala crece y se fortalece una Esperanza.

Coordinación de ONG y Cooperativas (CONGCOOP)
DENUNCIA ALLANAMIENTO A ORGANIZACIÓN SOCIAL
Este fin de semana fueron allanadas las Oficinas de la Fundación para el Desarrollo Comunitario -FUNDESCO-, afiliada a CONGCOOP; como resultado del allanamiento realizado, extrajeron del lugar equipo de computo, papelería de contabilidad y otros enseres. Este hecho, se suma a la repudiable cadena de allanamientos y atentados que hemos sido objeto las organizaciones sociales.
Por lo anterior demanda:
1. A las autoridades pertinentes la investigación exhaustiva y la aclaración de este hecho, así como la identificación de los responsables del mismo e inicio del trámite correspondiente.
2. A las organizaciones sociales, comunidad nacional e internacional de mostrar su rechazo a este clima de intimidación e inseguridad; solidarizarse con FUNDESCO y la exigencia a las autoridades por el cese del hostigamiento contra el Movimiento Social.
