Speech concerning Atenco's List of Demands, July 12

Dialogue with the Federal Government:

As a consequence of its repressive actions of July 11, and ever since
the publication of the expropriation decree, the State Government has
demonstrated its failure as a conflict resolution body with the
communities which were affected. The government, presided over by
Arturo Montiel, has once again demonstrated its ineffectiveness in
providing information concerning the whereabouts of our compañeros and
their state of health — especially that of the compañero Zapata. It
has attempted to engage in dialogue with San Salvador Atenco without
establishing guarantees for its implementation. It has not provided
information about the detainees, it lacks the authority to resolve the
land conflict and the withdrawal of the Federal Preventive Police from
the area. Nor has it demonstrated any signs of détente in the current
conflict, which it created, through the withdrawal the State Police.
The federal government, however, has removed itself from the conflict,
acting as a spectator, when the person who is primarily responsible
for social dissent in the towns of Atenco and Texcoco is the President
of the Republic, Vicente Fox Quezada, by decreeing the expropriation
of 5384 hectares of our communities. The Executive has primary
responsibility for resolving the conflict, and it has the legal and
political authority to do so.

On July 12, the President stated that the conflict should be resolved
through dialogue. In response to this - and remembering that it has
been the President, on previous occasions, who has refused to engage
in dialogue with us — we are presenting the terms and conditions under
which we are willing to engage in dialogue:

NECESSARY DÉTENTE MEASURES FOR CREATING THE CONDITIONS FOR DIALOGUE

For Atenco:

- Opening up traffic routes

- Turning over detainees

For the Federal Government:

- Withdrawal of state and federal security forces.

- Immediate medical attention to our injured compañeros.

- Release of all our compañeros and cancellation of arrest warrants.

It is necessary for the federal government to recognize the Peoples
Front in Defense of the Land as valid interlocutors in the conflict.
We, in turn, recognize the federal Government as the single and direct
interlocutor for resolving the conflict over the airport construction
project.

DIALOGUE AGENDA

Cancellation of the expropriation decree of October 22, 2002.

NATURE OF DIALOGUE

Public and decision-making.

With interlocution from a federal government representative who is
capable of decision-making.

That the accords agreed upon by the parties be definitive.

Peoples Front in Defense of the Land July 2002.

The following individuals are proposed as intermediaries for the
dialogue:

Don Samuel Ruiz. Doña Rosario Ibarra de Piedra. General Francisco
Gallardo.

Proposed as observers is a:

Plural Committee of the Chamber of Deputies and the Senate.
