Biggest victory yet over WTO and « free » trade. Celebrate it!
People have been saying for some time that what the movement needs are some real victories. But - it's a strange but frequent phenomenon - when movements finally win them, they often go unnoticed. Partly, because many people have already become discouraged or have moved on to new struggles; partly because the media and dominant ideology avoid recognising popular victories as such and partly because, within the movement itself, a mistaken sort of pseudo-Marxism always immediately revises history to try and show that whatever happened HAD to happen for material, economic reasons and is somehow or another always in the interests of capital ! For example, when we arrived in Seattle in 1999, no one imagined that the negotiations could fail. Two weeks after, the US Socialist Workers Party (who had totally missed the rendezvous) and others published all kinds of subtle analyses to show that Clinton actually wanted the WTO to fail...

http://www.focusweb.org/content/view/881/ pointed out a similar paradox: for the first time since 1999, there was no mass demo in Washington for the annual assembly of the IMF/World Bank -- precisely when these two institutions are not only totally de-legitimised, but are also now themselves in financial crisis! Why? Because all the oil producing nations immediately took advantage of the rise in oil prices to pay off their debts in advance, with the result that the IMF revenues have already dropped by half and WB isn't doing much better (isn't history difficult to predict!). Also, other governments have now learned to avoid these institutions as much as possible. Chavez is even trying to organise an alternative financial institution. And why did they do these things? At least partly, because they have been "educated" or even constrained by twenty years of popular struggles worldwide, to avoid the ghastly consequences of IMF/WB neo-colonial impositions.
And now WTO too!!!
At the end of July, Pascal Lamy, director of WTO, was forced to announce that the Doha round of negotiations was dead. A new round of negotiations can probably not be envisaged for two years. Suddenly, mainstream neoliberal economic experts were talking of a possible demise of WTO in the media! For those of us who have been shouting "WTO kills, kill WTO !" with Peoples' Global Action against WTO and "Free" Trade since 1998 it was an amazing moment. Who would have thought that we would make such huge progress in just eight years?
In Geneva, we were lucky enough to be able to really celebrate it with a spectacular naval and terrestrial demo. See photos www.ork.ch/spip/article.php?id_article=347. Philippine fisherfolk had come to build traditional out-rigger fishing boats, which sailed along the lake to WTO, accompanied by local yachts, pedalos and squatters on rafts, while others, including a strong delegation of La Via Campesina (particularly of Korean farmers, carrying a multi-colored oriental coffin for WTO) marched in parallel. At the hour when Lamy was supposed to offer a cocktail to the delegates of the General Council, we were outside, shooting champagne corks at the building to toast the bad health of WTO!
Of course, the media attributed the breakdown not to the movement, but to the absence of concessions on the part of the USA. But without the movement, no one would have asked them for concessions! In fact, apart from the general rise in resistance which governments have had to take into account, the key moment was at the end of June, when Lamy convoked one of WTO's undemocratic "informal" mini-ministerials to make a deal before the Council. But after two days, the Indian minister left the meeting, saying that there could be no deal if the US would not reduce the agricultural export subsidies that allow them to dump on the Indian market. The US couldn't anger its farm lobby before the elections and the Indian government knew that their farmers had thrown out the previous government and would not hesitate to do so again, if they were further sacrificed (officially more than 100,000 farmers have committed suicide since the liberalisation began).
If there was one evident cause that has stopped WTO in its tracks, it is the Indian farmers', the same organisations that launched PGA and the global struggle against WTO, and who have always been its strongest force. Our friend Yudhvir, of the national coordinating committee, was in Geneva to tell us. For the last three years, the farmers movements have been regularly convening huge demos all around the country. One of the latest was to welcome Pascal Lamy to Delhi a short while ago. Some 50,000 farmers occupied the streets and a strong delegation basically took over the meeting with Lamy, subjecting him to two hours of facts. In the end, Lamy's only way out was to say that the Indian government still had the possibility of using some tariff lines to protect their agriculture! The head of WTO proposing protectionism!
All over Asia, the struggle against WTO remains a central goal. The Korean farmers told us that their aim is a million people in the streets this fall, to pull agriculture out of WTO and break the bi-lateral agreements with the US. And although getting agriculture out is obviously the first goal for all the organisations of Via Campesina, the most popular spontaneous slogan today seems to be simply "Kill WTO!" As Bello said to the demo, we should not go to sleep on this victory, but use the time gained to make sure that WTO and its policies can not rise from their ashes.
Obviously, the WTO, "free" trade and capitalism will counter-attack and objectively the future of our earth looks bleak. But, the worst is never certain and right now we can take up again the Seattle slogan: "We are winning!"

Des gens disent depuis un moment que le mouvement aurait besoin de vraies victoires. Mais -- c'est un phénomène étrange, mais fréquent -- quand des mouvements en gagnent enfin, ils passent souvent inaperçus. En partie parce que beaucoup de gens se sont déjà découragés ou sont passés à d'autres luttes ; en partie parce que les médias et l'idéologie dominante évitent toujours de reconnaître des victoires populaires et en partie parce que, à l'intérieur même du mouvement, il y une sorte d'analyse pseudo-marxiste qui révise toujours immédiatement l'histoire pour essayer de montrer que tout ce qui est arrivé DEVAIT forcément arriver pour des raisons matérielles et économiques, et est d'une façon ou d'une autre dans les intérêts du grand capital ! Par exemple, quand nous sommes arrivés à Seattle en 1999, il n'y avait personne qui imaginait que les négociations pourraient foirer. Mais tout de suite après le SWP nord américain et bien d'autres sortaient toutes sortes d'arguments subtils pour montrer qu'en fait Clinton voulait que l'OMC se casse la gueule...
Déjà ce printemps, Walden Bello http://www.focusweb.org/content/view/881/ signalait un paradoxe similaire : pour la première fois depuis 1999, il n'y avait pas de grande manif lors de l'assemblée annuelle du FMI/Banque Mondiale à Washington -- précisément au moment quand ces institutions étaient non seulement totalement déconsidérées, mais aussi eux-mêmes en crise financière ! Pourquoi ? Parce que les pays producteurs de pétrole ont profité de la hausse du prix du pétrole pour rembourser leurs dettes en avance, provoquant une baisse de moitié dans les revenus du FMI/WB. Aussi, d'autres pays ont appris à éviter à tout prix ces institutions et leurs impositions néocoloniales meurtrières. Chavez essaie même de monter une institution alternative. Et pourquoi ont-ils fait tout ça ? En tout cas en bonne partie, parce qu'ils ont été "éduqués", voire contraints, par 20 ans de luttes populaires dans le monde.
Et maintenant l'OMC aussi !!!
Fin juillet, Pascal Lamy, directeur de l'OMC, a été obligé d'annoncer la mort du cyle de négociations de Doha. Un nouveau round ne pourra probablement pas être envisagé pendant deux ans. Brusquement, des experts économiques néolibéraux se sont mis à parler dans les médias d'une mort possible de l'OMC. Pour ceux d'entre nous qui crions « WTO kills, Kill WTO ! » avec l'Action Mondiale des Peuples contre l'OMC et le « Libre » Echange depuis 1998, c'était un moment incroyable. Qui aurait cru que nous ferions des progrès aussi énormes en seulement huit ans ?
A Genève, nous avons eu la chance de pouvoir vraiment le célébrer, avec une manif navale et terrestre spectaculaire, voir photos www.ork.ch/spip/article.php?id_article=347. Les pêcheurs philippins étaient venu construire leurs bateaux à balancier traditionnels, qui ont fait voile vers l'OMC, accompagnés par des voiliers de sympathisants, des pédalos et des radeaux de squatters, pendant que d'autres, y compris une forte délégation de Via Campesina (particulièrement de paysans coréens portant un cercueil oriental multicolore pour l'OMC) marchaient en parallèle. A l'heure où Lamy devait offrir le cocktail d'ouverture aux délégués du Conseil Général, nous étions dehors, tirant des bouchons de champagne contre le bâtiment pour boire à la mauvaise santé de l'OMC !
Evidemment, les médias ont expliqué le collapse non pas au mouvement, mais à l'absence de concessions de la part des Etats-Unis. Mais sans le mouvement, personne ne les aurait demandé de concessions ! En fait, le moment crucial a eu lieu fin juin, quand Lamy a convoqué un des mini-ministériels « informels » anti-démocratiques pour faire un deal avant le Conseil. Mais après deux jours, le ministre indien a claqué la porte, en disant qu'il ne pouvait faire de deal si les Etats-Unis ne réduisait pas ses subventions agricoles à l'exportation qui leur permettent d'inonder le marché indien. Les Etats-Unis ne pouvait fâcher son lobby agricole avant les éléctions et le gouvernement indien savait que les paysans, qui ont fait tomber le dernier gouvernement, n'hésiteraient pas à recommencer si on les sacrifiait encore. (Selon les chiffres officiels, 100,000 paysans indiens se sont suicidés depuis le début de la libéralisation.)
S'il y a une cause évidente de la faillite de l'OMC, ce sont les paysans indiens, les mêmes organisations qui ont lancé l'Action Mondiale des Peuples et la lutte contre l'OMC, et qui ont toujours été sa plus grande force. Notre ami Yudhvir, du comité de coordination national, était à Genève pour nous raconter. Depuis trois ans, la coordination paysanne organise des manifs monstres à intervalles régulières autour du pays. Une des dernières était pour recevoir Lamy en visite à Delhi. Environ 50, 000 paysans ont occupé les rues alors qu'une forte délégation a en gros pris le contrôle de la réunion avec Lamy, le soumettant à deux heures d'arguments et témoignages. Lamy a fini par répondre que le gouvernement indien pouvait encore utiliser sa marge en matière de tarifs pour protéger le marché interne ! Le directeur de l'OMC proposant le protectionisme !
Partout en Asie, la lutte contre l'OMC reste un objectif central. Les paysans coréens nous ont dit qu'ils comptent être un million de personnes dans la rue cette automne pour sortir l'agriculture de l'OMC et casser l'accord bi-latéral avec les Etats-Unis. Et bien que l'agriculture de l'OMC reste évidemment le premier objectif des paysans de tous les pays réunis dans la Via Campesina, le slogan spontané le plus populaire aujourd'hui semble être simplement « Kill WTO ! ». Comme le disait Bello à la manif, nous ne devons pas en rester là, mais utiliser le temps gagné pour nous assurer que l'OMC et ses politiques ne puissent pas renaître de leurs cendres.
Evidemment, l'OMC, le « libre » échange et le capitalisme vont contre-attaquer et objectivement l'avenir de notre terre ne paraît pas rose. Mais le pire n'est jamais certain et en ce moment nous pouvons reprendre le slogan de Seattle : « Nous gagnons ! »
