Weshalb so wenige Flüchtlinge aus Brandenburg zum Grenzcamp gefahren sind

Von logistischen Unwegbarkeiten

Im Land Brandenburg gibt es ca. 50 Heime, die alle zu verschiedenen Landkreisen und Städten gehören. Die Flüchtlinge, die in der Flüchtlingsinitiative Brandenburg organisiert sind, leben verstreut in verschiedenen Heimen in unterschiedlichsten Landkreisen und Städten, oder aber in einem Landkreis, in auseinanderliegenden Heimen. Im Landkreis Havelland befinden sich z.B. vier Heime.

Allein ein Treffen aller organisierten und interessierten Flüchtlinge in Potsdam oder Berlin zu organisieren bedeutet einen gigantischen logistischen Aufwand von Handytelefonaten - Kontaktbesuchen-Informationsweitergabe und Koordination!!!!

Gemeinsame Treffen aller Mitglieder der Flüchtlingsinitiative Brandenburg sind von zentraler Wichtigkeit, um Informationen auszutauschen, Aktionen zu planen und Teilnahme an Aktivitäten zu diskutieren. Häufig ist ein, wie gesagt logistisch schwierig zu organisierendes Treffen, nicht genug, sondern es sind mehrere offizielle, wie informelle Treffen nötig, um repräsentative Beschlüsse zu fassen.

Natürlich stellt jede Bewegung über die jeweiligen Landkreisgrenzen hinaus einen Verstoss gegen die Residenzpflicht dar und birgt somit ein gewisses Risiko!!!

Sozialhilfe - ein Klotz am Bein

Nicht nur die Residenzpflicht schränkt Bewegungsfreiheit von Flüchtlingen ein, sondern auch die "Anwesenheitspflicht" am Auszahlungstag der Sozialhilfe. Von Landkreis zu Landkreis variiert das Datum, an dem alle Flüchtlinge ihre finanziellen Mittel erhalten, im Landkreis Havelland ist der entscheidende Tag der jeweils letzte Mittwoch im Monat

An diesem Tag wird den Flüchtlingen ein Scheck über 80,- und eine Chipkarte für den Lebensmitteleinkauf ausgehändigt. Für jeden Tag, den der Scheck "zu spät" abgeholt wird, werden zwischen 10% und 20% der Summe auf Scheck und Chipkarte abgezogen.
Zudem muss der Scheck innerhalb einer Frist von sieben Tagen bei einer zuständigen Bank, in Brandenburg meist der Sparkasse, eingelöst werden, sonst reduziert sich die ausgezahlte Summe widerum automatisch.
Hieraus ergeben sich also zwei potentielle Problemszenarios: entweder du warst am Sozialhilfetag nicht auf dem Amt, oder du löst deinen Scheck zu spät ein - in jedem Fall verlierst du Geld und die Sachbearbeiter auf dem Amt haben die Macht!
Drittens lenkt Abwesenheit am Auszahlungstag unangenehme Aufmerksamkeit auf die nichtanwesenden Flüchtlinge. In der Logik der SachbearbeiterInnen musst du Gründe dafür haben, dein Geld nicht an dem Tag zu holen, den sie dafür festgelegt haben, z.B. einen illegalen Job!!! Ausserdem regt sich schnell der Verdacht auf einen potentiellen Verstoss gegen die Residenzpflicht (selbst wenn ein "Urlaubsschein" legal beantragt wird, wird er in den seltensten Fällen für den Auszahlungstag der Sozialhilfe oder den Tag davor genehmigt!). Nicht selten werden Flüchtlinge, die abwesend waren auf unbestimmte Zeit schärfer kontrolliert.

Was hat das Ganze mit dem Grenzcamp zu tun????

Das Grenzcamp findet in den letzten Juli- und den ersten Augusttagen statt - für Flüchtlinge ein denkbar ungünstiger Termin nach den oben geschilderten Problemen. 150 Flüchtlinge aus dem Land Brandenburg wollten eigentlich zum Grenzcamp kommen; dass jetzt zumindest einige Wenige teilnehmen ist ein Erfolg!!!

Weder gibt es die Transportlogistik, noch die Finanzen, damit Flüchtlinge zu ganz unterschiedlichen Zeitpunkten an- und abreisen können und nur für kurze Zeit auf dem Camp bleiben.
Informelle Mitfahrgelegenheiten mit FreundInnen gibt es nicht so viele und halbwegs bezahlbare Reisemöglichkeiten mit der Bahn nur am Wochenende!

Aufgrund von schlechter Planung findet hier eine (ungewollte?) Ausgrenzung von Flüchtlingen statt

.Was tun, um das in Zukunft zu verhindern?????

Mehr Kommunikation zwischen der Flüchtlingsinitiative Brandenburg, deren Mitglieder alle im Asylverfahren sind , was ihre Lebenssituation in vieler Hinsicht spezifisch prägt, und den antirassistischen (deutschen) Gruppen!!!
Die Organisation der Teilnahme der Flüchtlingsinitiative Brandenburg an Aktionen braucht ZEIT!
Rechtzeitige Einbeziehung in die Konzeption von Projekten (wie dem Grenzcamp) ermöglicht Einfluss auf Terminplanung etc.. Die Probleme von Flüchtlingen bei der Teilnahme am Grenzcamp gewähren sowohl tiefen Einblick in die alltäglichen Flüchtlingsrealitäten, als das sie auch Unverständnis von Seiten der OrganisatorInnen zeigen, die eigentlich Flüchtlinge unterstützen.
Fazit: mehr Kommunikation und zwar früh, damit Flüchtlinge mittendrin und beteiligt sind, anstatt einfach nur dabei zu sein!

Gedanken zur Kommunikation

Der Flüchtlingsinitiative Brandenburg ist es ein wichtiges Anliegen, dass ihre offiziellen Strukturen respektiert werden.
Kommunikation über informelle Kontakte ist gut und wichtig, darf aber nicht ausschliesslich sein. Deshalb bitte Anfragen, Einladungen, Protokolle etc. immer auch an die offizielle Postadresse in Potsdam und/oder die e-mail-Adresse der Initiative schicken.
Das hilft auch der Flüchtlingsinitiative Brandenburg, die ständig neue Mitglieder dazugewinnt, sich zu strukturieren und von einer informellen kleinen Organisation zu einer transparenten grossen Initiative zu werden!!

Les raisons de la faible participation des refugiés de Brandenburg au Grenzcamp

Des problèmes logistiques

On denombre dans l"Etat du Brandenburg une cinquantaine de foyers pour refugiés repartis dans differents districts et villes. Les refugiés organisés dans le Flüchtlingsinitiative Brandenburg en sont naturellement residents. Dans le district(Landkreis) Havelland par exemple, on compte quatre foyers , bien eloignes les uns des autres.

La tenue d"une reunion a Potsdam ou Berlin, des refugies deja organises dans l"initiative ou interesses a y participer demande un travail logistique considerable: inombrable appels telephoniques, multiples visites de contact, enormes echanges d"informations et solide coordination.

Les reunions communes de tous les membres de l"initiative ont une importance capitale. Ici sont prises les decisions de participer ou non aux diverses activites auquelles est conviee l"initiative ou d"envisager de nouvelles actions. Plusieurs autres reunoins formelles et/ou informelles sont parfois necessaires pour arriver a une decision definitive.

Il va sans dire que la traversee sans permis des limites territoriales d"un district(Landkreis) par un refugie une violation de la loi de residence obligee(Residenzpflicht). Une violation qui peut conduire en cas de controle de la police au paiement d"une amende allant de 150 a 5000 DM!!!

L"aide sociale - une autre entrave a la liberte

Le loi de residence obligee (Residenzpflicht)n"est pas la seule a la liberte de circulation des refugies. L"obligation de presence le jour du paiement de l"aide sociale aussi. Les dates de paiement sont variables d"un d"un district(ou d"une ville) a un autre, voire d"un foyer a un autre . Dans le foyer de Rathenow(district Havelland)par exemple, le rendez-vous est pris tous les derniers mercredis du mois..

Les refugiés recoivent en ce jour un cheque de 80 DM et une carte a puce d"un montant de 310 DM au maximum destines aux achats de produits alimentaires. Chaque jour de retard apres la date officielle de retrait de la carte ou de son cheque correspond a une perte allant de 10 a 20% de sa valeur.

De plus, les cheques ne sont valables que pendant une periode de sept jours et ne sont payes que dans des banques bien precises. Passe ce delai, l"obtention d"un autre cheque est necessaire. Avec un montant bien sur inferieur.

Ici se posent donc deux cas de figure: soit l"on est absent le jour du paiement officiel de l"aide sociale, soit l"on encaisse son cheque plus tard que prevu. Dans les deux cas, l"aide sociale perd de sa consistance, sans autre forme de proces. Les fonctionnaires sont les plus forts. Ils ont toujours raison.

En plus l"absence le jour de l"aide sociale fait porter une attention particuliere sur les refugiés en question ! Dans la logique des employés du bureau pour ne pas toucher son aide sociale le jour choisi a cet effet, suppose par exemple qu"on travaille illegalement. Sans oublier le soupcon de violation de la loi de residence obligee ou « Residenzpflicht » (En effet, un permis de circuler n"est presque jamais delivre le jour du paiement de l"aide sociale). Ces refugiés absents se trouvent ainsi pour un bout de temps controlés!

Le lien avec le Grenzcamp

Le Grenzcamp se tient fin juillet-debut aout. C"est a dire a une periode problematique pour les refugies, d"après la description faite plus haut. Au moins 150 refugiés de Brandenburg auraient bien voulu y participer. Que l"on ait obtenu la participation d"une trentaine est deja en soit un succes!

Il y a ni moyens de transport, ni suffisamment de moyens financiers pour organiser plusieurs arrivees a temps differes a Francfort, lieu du camp. Il n"y a que le week-end que l"on trouve plus de possibilites soit de voyager avec des amis ou de trouver des tickets de train a prix reduits.

Ainsi pour cause de prepaparation inadequate et insuffisante, de nombreux refugies ont ete invotontairement « exclus » du Grenzcamp.

Des lecons a tirer pour l"avenir

Plus de communication entre les membres de la Flüchtlingsinitiative Brandenburg(dont tous sont encore demandeurs d"asile et donc sous les conditions du Asylverfahrensgesetz qui influence leur mode de vie) et les groupes antiracistes.
La participation de la Flüchtlingsinitiative Brandenburg aux actions necessite beaucoup de temps !!!!!
L"inclusion des refugiés dans la conception des projets (comme le Grenzcamp) leur donne l"opportunite d"influencer sur le choix des dates des activites, etc. . Le problème de la participation des refugiés au Grenzcamp donne une impression de non maitrise ou d "ignorance des realités des refugiés de la part des supporters et groupes allemands qui, en general, veulent pourtant bien apporter leur soutien.
En resumé : plus de communication et surtout a temps, afin que les refugiés ne soient plus simplement des figurants mais des acteurs a part entiere.

Reflexions au sujet de la communication

Pour le Flüchtlingsinitiative Brandenburg ,il est très important que la structure officielle soit respectée.
Bien que la communication informelle soit importante, elle ne doit pour autant pas etre exclusive. Pour cela envoyer des invitations, des informations et/ou des protocoles etc. à l"addresse officielle à Potsdam ou par e-mail.
Tout ceci aide l"initiative, qui gagne en notoriete et en crediblite,et donc de nouveaux membres . C"est aussi contribution au renforcement de ses strustures. L"initiative a ainsi la possibilite d"une structure de petite organisation informelle à une grande initiative transparente et forte, pour le bien de tous les refugies!!!

Why so few refugees from Brandenburg are participating in the Grenzcamp

About logistical troubles

In the federal land of Brandenburg there are about 50 housing complexes for refugees, that do belong to different territorial juridictions(Landkreise) and cities. The refugees, who are organized in the Flüchtlingsinitiative Brandenburg, live spread apart in different homes and different regions or sometimes far apart from each other in one region, for example in the territorial juridiction of Havelland, where four asylum homes can be found.
Just to organize a meeting between all organized as well as interested refugees in Brandenburg requires a gigantic effort of mobile phone-calls, contact visits, exchange of information and coordination

Common meetings of all members of the Flüchtlingsinitiative Brandenburg are of key importance to exchange information, plan action or discuss participation in activities. Often one meeting, which is as already said, difficult to organize, is not enough, but several informal as well as formal meetings are necessary to make representative decisions!!!
In addition every step beyond the limits of one "Landkreis" means breaking the law of Residential restriction and carries a certain risk. The risk to pay a heavy amount of money from 125 to 5000 DM or go to prison.

Welfare Money- an additional burden

Not only the residential restriction law limits refugees in their freedom of movement, but also the obligation to be present on one certain day to collect welfare money. The respective date varies from region to region, in Rathenow(Havelland) it"s for example the last wednesday of every month that refugees have to collect their financial means.
That particular day they receive a check for 80,- marks and a chipcard to go foodshopping. For every day that you are collecting those "too late", between 10% and 20% of the money are subtracted.
Also the check needs to be cashed within 7 days at one special bank (in Brandenburg it"s mostly the local Sparkasse), or the money from the check will be reduced automatically.
Herefrom two problematic scenarios do occur: either you did not get your financial means on the day you were obliged to or you cashed your check too late, whichever way you loose money and your caseworker at the welfare office has the power!
Third of all your absence on payday draws unwanted attention to the absent refugee. In the logic of thinking of your caseworker you must have good reasons not to collect your money,e.g. an illegal job. Also you are quickly under suspicion of having violated the residential restriction (even if you legally demand a permit it is barely ever granted the day of or before welfare money is being paid!). Often refugees who were absent, are under tighter controls for unlimited amount of time.

What does this have to do with the Grenzcamp???

The Grenzcamp is taking place during the last days of july and the first days of august, according to the problems mentioned above the most problematic time for refugees to get away. Originally 150 refugees from Brandenburg had planned to come, now we see the small numbers of those participating as a success!
Neither are there enough means for transportation nor the money for refugees to come and go at different times and stay just for a short while.
Informal lifts with friends are not enough for all and affordable tickets for the train are only available on weekends.
Because of bad planning refugees are excluded from participation -( unwanted or not???).

What can we do to prevent this in the future?

-More communication between the Flüchtlingsinitiative Brandenburg whose members are all asylum seekers and whose living conditions are influenced by that fact, and the antiracist groups!
The participation of the Flüchtlingsinitiative Brandenburg at whichever action requires TIME!!!
Early inclusion in the planning processes of projects (like the Grenzcamp) permits to take influence on decisions like the date of events. The problems of refugees to participate in the Grenzcamp show the daily realities of refugees as well as that they show some ignorance from the side of the organizers, who usually support refugee causes.
Resumee: more communication and early communication so that refugees are in the middle and part of it and not just participating!!!

Thoughts about communication

The Flüchtlingsinitiative Brandenburg is asking for their official structures to be respected.
Communication through informal channels is good important, but cannot be exclusive. .So please send invitations, requests, protocols etc. to the official mailing address in Potsdam and/or to the e-mail-address.
That also helps the Initiative , that is constantly gaining new members, to consolidate its structure and to grow from an informal small organisation to a big transparent initiative!!!
