Working group "Residenzpflicht", supporters side, Wedn. 26.5.
The group at the first place was discussing the necessary steps for to build up an effective structure of support for the campaign. For many of the following issues and tasks it is not clear yet, who can and will do them.
During the congress, the group will publish a sampler of the different propositions of action that came up in the discussions of Landkreis.
A group of experts shall work out the legal aspects concerning chances to bring the Residenzpflicht as violation of the human right to move freely to the European Court. (Freiburg will try)
On the political level (the European public at first place) the offer of Ireland to support the campaign should be taken for granted. As they will try to win some Irish members of the European Parliament, we should as well. Freiburg sees some chance, especially through the green party, but others have to join in to contact others.
A concept of legal protection for those refugees who take part in the campaign has to be developed. It should work on a regional level, but at the same time needs central coordination of consult and information for lawyers supporting the campaign.
A centre of documentation for the everyday reality of the Residenz-Law shall be installed.
To make a constant communication between the regional groups more fluent, we wish to get a department of a web-side that can fulfill all our needs: documentation, information of the supporters public and an open forum of discussion. We hope to put it on the way during the congress. So far, Darmstadt will feed the coyote mailing list, Menschenrechtsverein Bremen will distribute the snail post. Somebody has to take care of putting it into the "kein mensch ist illegal" newsletter.
Just as well, the coordination and information about progresses for the 3rd October as an international action day will flow over the mailing lists.
A press group should be installed but it was clear that none of the groups represented saw a possibility for doing this work.
Direct and massive action, targeting the Ausländerbehördens (communal and regional offices for foreigners\\' affairs), as proposed on one of the past meetings were considered as risky. It is not on the supporters side to decide this. But the idea came up for a "foundation award" for the worst Ausländerbehörde in Germany. This could well fit into the documentation work.
Arab Bremen proposed to involve the controlling squads, e.g. at stations and in trains into the campaign.
Up to the result of the discussion we will not found a coordinating action comitee. If in the further development of the campaign it becomes obvious that the existing structures are not sufficient, we will see about it again.
